Completely matches the silhouette so that has to be the freebie mega crew. What stats would he have?

I would think ENG/COM/MED would be an appropriate and fascinating combination. Possibly these traits?
Son’a, Villain, Desperate, Brutal, Resourceful
I'd add Crafty and Tactician. He did, after all, mastermind the entire operation down to conning Admiral Dougherty. Also Survivalist. That was the Son'a's whole thing, really: surviving by resorting to infusions and skin stretching. Plus there was his plan to become immortal by doing that tech thing to the science thing.

So sick of DB always promoting TNG. We've had a Picard mega and we're getting Dixon Hill next week and now another TNG mega? When are we going to focus on real Trek? How many versions of Picard do we need already?

Yeah, I don't have people who I view as pure evil. Mirror Phlox is perhaps the perfect example. There are other mirror characters too.
I'll allow a gray villain with some reasonable motive and redeeming qualities.

Ru'afo could qualify for SCI maybe? COM and SEC by nature of his role, but the whole Son'a thing was basically a science plan. For the sake of some stat diversity I'd happily call him COM-SCI with a minor in SEC (I mean it's not like he threw down with Worf or anything).
Command for sure, Med for certain, Eng or Sci likely. The Command / Med combo would be real nice, though I'm distinctly lacking in engineering so that would be the sweetest deal of all!

I would personally super dig having TOS shown a little more love, given some critically absent crew (Mirror Sulu, Garth of Izar, et. al.) and the complete lack of TOS mega event legendaries. In fact, I would probably lay down some serious dollars for Garth of Izar if he ever gets released. I doubt I’m alone there.

I was tongue in cheek of course, but I too would like some more TOS as well. Much as I love DS9 and Voyager and dig Discovery, we can never have too much Spock, Scotty (hello engineering?), McCoy and of course Kirk. That show is legendary and kicked the whole thing off!
I don't mind skills varying for competitive balance etc. even if they aren't completely accurate so why not give him 3 skills and an awesome primary in Eng so he can fill the gap in the roster of many a player? Any thoughts?

For those saying Ru'afo couldn't be DIP - as leader of the Son'a, he did manage to convince a Starfleet Admiral to collaborate with him on the Ba'ku project, despite his race being known slavers and sanctioned multiple times by the Federation, while deceiving that same Admiral as to his true objectives.
