In all Fairness, Phlox is a pretty good VOY crew, Even at 1/5 he might see some use on a CMD/MED voyage unless you've got a lot of great CMD and MED crew already.

This is not a charity game. If u wanna rank Top 1000, work for it. Even my 3rd alt can do top 1000 in faction events with only 60 immo crew and without any money or buying packs. Its monthly card only. And if such a toon can do it, everyone can. But of course all top 1000 players are whales.... cough cough...
And don t tell other players what they have to do or not to do. Everyone can play this game as they like and its their call only what to do or how to play.

Personally, I enjoy playing for the most part. I play to bolster my crew stats so I can go on longer voyages and rank better in events, I tend to deliberately miss most golds unless I think they'll be useful, and I tend to collect and freeze purples. So it's mostly strategy but with an intent to immortalize super-rares - and that's because my budget is tiny.

I never complained about honour debt. I don’t really complain about crew slots (I just like to take the p*** out of the free water concept... dunno why, just do). As the screenshot shows, despite my plethora of 1/5 characters and all those unfrozen holograms I’ve got slots to spare.
Amazing how something done so clearly in jest even punctuated by emojis can be taken so seriously. OK, fine. Serious mode.
Monthly card player who got suckered into 10 x 10 packs a few times (I’m done with them now because it’s 90% honour). So not a whale 🐋 or even medium sized cetaceans... probably don’t even qualify for porpoise 🐬. But after two years of slogging, new or usable SR drops are so rare that “behold” is the newest four letter word in my vocabulary. In other words, other than events, new cards and a top 1000 finish, what else do I play for at this point?
You’re welcome to pass me by because I’m never going to spend (despite easily being able to afford it) what it take to buy the $100 offers or even DYC. In fact, I obtain a perverse sense of accomplishment by staying in the top 1000, with the odd shot at the top ranks, consistently without spending money. I’m just short of 14 immortalized legendary and this mega will take me to 15. So that’s 8 (to be 9) from Mega events and six through lucky beholds (I always pick an existing legendary when I get a behold so as to save a crew slot), slow citation (DaVinci), or the Caretaker who has dropped four times for me.
Out of 97 legendary cards in my roster, those 13 in the screenshots are the only ones not FE. You will notice that many of them are “recent” event wins. So in fact I am slowly working through them but managing resources in this way:
1. If there is a galaxy or skirmish event coming up, I save chronitons for about a week (how else do you think I stay in top 1000 without buying packs or Chron?).
2. I always FE the threshold crew as they are useful in the event and immortalize them and freeze them if they stink stat wise which is most of the time. I have a few SR unlevelled but basically there is little backlog there.
3. I then win a 1/5 in ranked but guess what? I’m busy saving Chron for the next event, which means that 1/5 stays unlevelled because he is of no immediate use. If a character comes around again, that’s when I’ll prioritize leveling, like Captain Nog for this coming event who is now FE. Of course this is likely to change now with the changes in event reward structure so you better believe I’ll FE Gloria when (or if) I get her after the next event. So going forward, I expect there will be few 1/5 I don’t level immediately.
4. When there is a full faction event, I burn Chron and level characters like a crazed man because I don’t have to save for the event. What you see is the remnants of two years of collecting and resource deficiencies which is slowly but surely being whittled down. This list was way bigger six months ago but I’m slowly getting around to it.
5. Scott hasn’t had been in an event since I won him but I’ll eventually get to him. Or if he show up in an event I’ll accelerate him in the priority queue to #1.
6. I have no idea how what I do stops others from top 1000 (well by definition it stops one other person because I took a spot). I got sniped out of 3 top 1000 these last few months so I changed my strategy to avoid that (it’s working I think) but... due to this, it means more resource management and, you guessed it, less Chron for character leveling. There is no intentional malice, I’m just playing and collecting. If you P2W and beat me, well that’s to be expected. If you can’t get top 1000, well it’s not because I’m outspending you so maybe you should look at and review your own strategies and game goals like I did after I got knocked out. I mean 1000-1200 position at the last minute three times really stinks.
So hopefully that gives you all the information you need (and more so) so you can accurately judge what I’m doing before slinging fetid poo and accusations my way. If after all this you still want to hurl dung and rotten veggies, go right ahead

A final point: to me, the term "honor debt" isn't about DB owing players anything (as many have interpreted it in other threads). It is about how much each captain owes to their own crew (or perhaps to themselves). This isn't a negative thing. It's a goal. If DB were to design additional ways to earn honor, it wouldn't be as a give-away or a freebie - it would be something requiring effort and gameplay.
Just my $0.02. All double-pennies are equally appreciated.
As for why I collect them if I'm not using them, well, having a glance through the level one zone of my crew: Admiral Cartwright's from Undiscovered Country and that's my favourite of the films, plus he's Joseph Sisko; the Traveler's pretty notable in TNG (and he was almost cast as Data, you know); if I didn't have 1701 Sisko who'd stop 1701 Dax from swooning all over Spock; Vreenak's from a great episode of DS9; the rock monster whose name I forget (Yarnek or something?) is a rock monster, so gotta have him; I always thought Dehner's eyes looked amazing... and so on, you get the idea.
And a few like Augment O'Brien and Dress Uniform Scotty that just showed up in one pack or another, who if I ever do need to make room in the crew quarters and literally can't freeze a purple, they're first in line to go, but I've got space for everyone at the moment, so why get rid of them? Sooner or later maybe they'll be another O'Brien or Scotty event, and if I don't have any other versions of them lying around who need levels I can work on them a bit and they'll be mildly useful with the event bonus - and you never when another copy might turn up from a behold.
I have put quite a bit of dilithium into opening up crew space, but I'm okay with that. My honour debt is probably the kind of number only Q can conceptualise, but I'm okay with that too.

Let's say Senator Vreenak. Do I like the character? Of course. He is FE at 2/5. I don't care about FF-ing him or any sort of debt, he is just there because I like him.
Then let's say Vash, I was unfortunate to win her. Do I like the character? No. Is she good at Gauntlet? No. Are her 1/5 stats good? No. Is she the main cast? No - Airlock.
Then I got Revolutionary Damar? Do I like him, well I do but maybe not enough to keep him? Is he good at Gauntlet? Yes - keep him.
