A million monkeys (players) typing on a million word processors (crew collecting) for a million years (crew slots) will eventually type the entire works of William Shakespeare (immortalize all their crew).
I don't know if this is helpful or not, I just read through this entire thread (minus the snipped bits) and that was what popped into my head. Whether or not the unnamed variable is real or not seems largely up to the individual players' beliefs (sort of like believing if a deity is real), but that metaphor popped into my head as a way of trying to understand what the variables are in this case.
To unpack it: if time was no object and if crew slots were infinite, this entire issue is completely non-existent. Players would simply collect all the crew they ever get from voyages, packs, rewards, RNGesus, etc, fuse them when able, and just be happy collectors. The creation in the playerbase of the unnamed variable seems to me to be a metaphoric representation of the unseen pressures placed on the player through various internal/external forces to maximize their crew for future benefit.
Given that players have a finite amount of space with which to collect non-immortalized crew, given how players do not have infinite time with which to collect crew, given how generally unreliable it is that a player is able to acquire a specific card they need/want to fuse up an existing crew, the concept of the unnamed variable came into existence as a means of communicating or expressing the urgency of prioritizing the value of each individual crew slot a given player has to maximize its ability to help the player achieve success in events, on voyages, on shuttle missions, etc.
Maybe I missed the mark here or maybe all of this was implied already, but I wanted to contribute to this thread and that was what I felt I had to offer up.
This has been asked for and discussed in many previous threads and again recently. Perhaps if more people shared how the current calibration of the honor system as it relates to the event reward structure was working for them, without getting side tracked into any sort of discussion for how they think other people should play and what their goals should be, then it might offer some baseline and trajectory for any improvements in the future.

FWIW, having honor and a free 10x pull in the thresholds reward structure has encouraged me to play events longer and harder. While I am still undecided at this point, the honor reward is a tempting target this weekend.
Does this solve the long term problem of ever-growing honor "debt?" No, but it is a small step in the right direction
I most definitely do not have enough Honor at present to cite up all the crew on my list, but the amount of Honor required for that purpose is MUCH less than the Honor it would require to cite up every unfinished 5* crew I have...
...and that is a good thing! Having something to work toward is satisfying.

Agreed. As long as I have free slots for thawing event bonus crew, I’m good for a while.
Honor debt....too high to care lol. I just play to play because I like Trek. One day, I will have to start freezing 1/5 crew. But, until then, I'm going to level them and use them at 1/5 whenever they happen to be useful.

Of course not. Play how you want to play and have fun! Honor debt is just one of those stats that can be calculated, so some of us do.

4* crew - need 30 stars to FF everyone. Some of these are duplication projects, voyage-exclusives, etc, so I don't really care about this total.
5* crew - need 489 stars to FF everyone (have 466 stars on my 191 legendaries, 32 of whom are FF).
Total debt: about 25 million.
I treat honor debt the same way my elected officials treat the national debt... shrug.

I now have to admit I have what has sometimes been referred to as honor debt. In my quest for Talas today I got three Shakur’s. With one Talas I got 4 citations to immortalize her. That left me with 71,000 honor. With two stars to go on Shakur that leaves me with an honor debt of 29,000. I feel dirty as it has been a really long time since I’ve been in debt. I hope I don’t get honor bill collectors calling me.

I have been buying them but I gambled on Talas and lost 20,000 dilithium. Trust me, if there was any other way to avoid that interest I would have but as it stands I had to put my hat in my hand and go get a payday loan. The interest is such that I will never pay the loan off and owe for the rest of my life but hey. I GOT OUT OF DEBT!!!
