This is how I view random legendaries. First is do I like the character. Second is he is good at Gauntlet. Third is are his 1/5 base stats good. Fourth is he the main cast?
Let's say Senator Vreenak. Do I like the character? Of course. He is FE at 2/5. I don't care about FF-ing him or any sort of debt, he is just there because I like him.
Then let's say Vash, I was unfortunate to win her. Do I like the character? No. Is she good at Gauntlet? No. Are her 1/5 stats good? No. Is she the main cast? No - Airlock.
Then I got Revolutionary Damar? Do I like him, well I do but maybe not enough to keep him? Is he good at Gauntlet? Yes - keep him.
Why do you prefer gauntlet over voyages? I do similar aproach but with voyages in high priority instead. Then again I already have rather strong gauntlet crew of about 10 strong and that is quite enough it seems.

These are all really good points and gives me an opportunity to elucidate my own goals.
Gauntlet... I’m good there as about the only character that I could use but don’t have is Kahless the Unaffordable and Gowron is good enough as a substitute. I consider the Gauntlet to be a merit farm mostly and pray for the final star on my 4/5 Banjoman. If he rotates out before it drops I’ll probably cite him with honour to immortalize him.
I always cite all the Mega event 4/5 right always as this is generally the cheapest and easiest way for me to get a 5/5. Fortunately most Mega 5/5 have been very useful, except for T’Kumquat. As for my slow progress with other 5/5, I have been picking my biggest skill holes and using them to fill them hence the long slog with DaVanci as he is so strong in SCI and ENG. My goal was to have at least two strong 5/5 at the top of each skill and now that’s done (or nearly once I finish the last Star on DIP Sato), I’ll move on to three and so forth. The goal will be to have the top 6 in each skill a strong 5/5 which will probably be around 30 characters (yes 36 to be exact but there are overlapping characters like DaVinci in SCI and ENG). So about halfway there.
With that, I can probably move to 10 hour Voyages instead of 8 so I get more chances at finishing the 40 or so SR that are not complete. I think I only have about a dozen SR that I have no copies of and three of those are the hard to get Voyage ones. So SR is no longer very relevant to me as there is a 90% chance and rising that I already have them immortalized already.
As far as legendary 1/5 go, if I airlocked them. I would never have the chance to luck out and get extra stars, the Caretaker is the best example of this as he’s now 4/5 with no honour spent. Dahar Master Kang is 3/5 but he is mostly worthless for my goals so I spend my hard earned honour on others. Likewise, 1701 Sisko, Arachnia and Delta Flyer Paris are all sitting at 3/5 and not high on the priority list. Hollander is not great but he is the first 5/5 I got without spending honour on as he just kept dropping for some reason. Someday I hope my roster will be strong enough to freeze him but for now he’s still useful in my situation. Likewise, I almost always choose to add a star to an existing 5* rather than take a new one to minimize crew slot pressure.
I gave up trying for 100 or even 500 a long time ago as the reward difference between 26 and 1000 is so pathetic that it’s not worth the resources and time spent clicking to pursue it. If and when they change the reward structure so that 100 gives significantly more than 1000 (yeah, don’t really need more trainers and merits of two extra one pull at the portal) I would definitely revise this and try for a top 100 or whatever the new goalposts are. My highest rank was 14 a few months back but the next achievement is top 5 which is really hard to do.
As for threshold and out, for me I discovered that it doesn’t take that much more time or resources to go from 130K to 450K for a top 1000 finish. Surprisingly, my stockpile of farmed galaxy items is steadily rising despite this. I wanted at least 50 of the hard to drop items, then went to 100, and now have 200 or more of most of these. I actually farm ship battle galaxy items during skirmishes to earn intel which then gives me credits, honour and holoemitters for our starbase. I actually end most skirmishes with close to as many Chronitons that I started with.
So that’s what I’m playing for folks. There is no evil scheme or malice intent to keep other “pond scum” out of the top 1000. Hopefully my crew slot surplus will allow me to keep my 1/5’s for a while longer and now that they will be useable in the next event, I imagine my days of having lvl 1 crew on my roster are numbered.
EDIT: all of this made me realize that 1/5 Will Scarlett was not leveled and Worf is an event character. So I went and power leveled him using 0 zero Chron and one replicated 4*. I guess with all the unfreezing of holograms and Captain Nog, must have missed it. So he’s now FE but blech on his stats.
And there you go. Everyone plays for their own reasons. I was only joking when I suggested @Paund Skumm was playing to keep people out of the top 1000, kind of regret suggesting it. However, I'm enjoying reading everyone's plans and how they play. It's fascinating!

And I'd like to further expand that I thought I had a point to make in my earlier posts-- that whether the current honor rate is sufficient is also a subjective concept, and no matter what the rate is, someone will always be very displeased with the outcome. To act otherwise is a waste of everyone's time.
I believe the current honor rate does a fine job of standing on the line between useless and discouraging, and cutting into the game's profits by giving us everything we need without spending.
If you're in this game to collect, you need somewhere upwards of $60k USD or you need to accept that you don't spend enough to catch them all. That's it.
Additionally, if I were here to give my opinion on everything and everyone, this would not be the third post I've made this week. It would be a heck of a lot higher.

That's the thing, there's a difference between gotta catch em all, and hey, can I keep all the cool ones I got in events.
I don't want em all. I'd just like a little less pressure on the storage. I think DB might actually make more money on packs if crew slots vs immortalization were less of an issue. I'd be OK with my extensive grouping of 1/5s that I've collected from events over now more than 2 years of playing if I didn't have to get them to 5/5 to freeze. Frankly (or maybe not as Frank as I'd like to be... Hi Frank!), I'd buy more packs, especially the themed packs. I'd need more DIL for that so I'd be giving more green.
I've been making hard passes on characters and and chances from packs simply so I don't need to double pay out. (And yes I'm freezing 4s, but after playing for this long even that resource can run dry.)
So periodically I buy some slots, but I'm not going to exacerbate it too much if I don't need to. I've even started skipping events sometimes --- which you don't want your userbase doing that too often or they might just spend money on other games rather than yours.
I never really considered "honor debt" a problem. As someone who has had to pay off actual monetary debts, that is not a metaphor I want to use for something fun.
I think of honor as a bonus. Without it I would have a bunch of 1/5 legendaries. With it I have a bunch of 1/5 legendaries with a handful of carefully selected immortal ones. I have approximately the same amount of honor needed to FF all my legendaries as the OP and never considered it a burden.
