Before the Pitchforks come out on a rather underwhelming recurring mega character, consider this, She is Free!!
She places 4th in my roster for DIP behind Arichniana Janeway, Cornwell, and Victorian Pulowski
She places 8th in command.
Personally I prefer the slightly weaker stats, as it doesn't devalue the rest of my crew which I have spent time and money acquiring.
Casing point is Rufio, he didn't cost me anything and he is my top ENG above a FF Aviator Yar, FF Leanardo Davinchi, 4/5 Borg Laforge, 4/5 Degra, and a FF Honey Bare all of which cost me money to get through packs. Personally, I prefer them not devaluing my crew by giving out a free character to everyone thereby killing my competitive advantage.
Remember folks, she is FREE and at 4th in my DIP roster when maxed, ill gladly take her though I am in no rush to FF her.

Diplomacy we do not. I've got dozens of them inside storage. I'm somewhat disappointed at her stats, but even so I'm sure I'll get good use out of her.

That last star has to come from somewhere. If you're talking about the perks of a free crew, see how her 4/5 stats stack up against your roster.
Most of the reasons for a mega event character - Getting players excited for an event, encouraging a $25 5th star, giving low spending players a boost to be competitive - are not satisfied by a terrible featured crew. A response on par with them giving a Changeling Founder instead of Ru'afo for the Dominion mega is reasonable. Because she *is* a re-skinned Changeling Founder.
If we're talking about devaluing crew, how about Professor Sato whose 1/5 DIP base is better than a 5/5 Smitten Picard or Arachnia Janeway. Now that certainly invalidates previous expenditures.
I'm not against the argument of past mega crew being too strong (Corny/Surak/JLP), but Minuet *is* an objectively terrible legendary whose best argument is being free. I'm not rioting in the streets about it, but her stats sure did **tsk tsk** the air out of the room when they didn't need to.
I think this is the first mega event I have felt somewhat deflated about, ENG and SEC are clear weak areas possibly SCI as well.
Sitting at 70k honor I feel compelled to cite her just because of the limited number of high fused legendaries I have but this also puts back citing someone like interfaced la forge who is 3/5 and I know I would probably get better use of them long term.
As a f2p why not keep her at 4/5 where she will probably be one of your best crew.
Then she would be a balanced 3 skill crew. Now she is both two skill and weak.
Because now I keep only top legendaries or super rares with exotic skill combos . Another mediocre dip/cmd is a waste of a crew slot.
Then why mention being a f2p player. This is a situation specific to you and not necessarily all or even the majority of f2p players. In addition your circumstances could apply whales and everything in between.
Instead of posting as you did you could have said "Because now I keep only top legendaries or super rares with exotic skill combos I will airlock her".
Ironically whales have the need to collect every card so they will ff and freeze her. Airlock even for a bad card is out of the question.
Sure, she's of some use to people with smaller/weaker rosters but for vets with deep rosters this entire event is off to a weak start.
Funny how mega events get less "mega" each time.
I am just about in the same boat honor-wise, and I would ABSOLUTELY choose La Forge in that case. He is a much, MUCH better long-term investment. I will probably keep Minuet at 4/5 for a while, to be cited somewhere down the line if it is convenient and affordable to do so.
If folks are VIP14 or close and it really bothers you, cite her and freeze her and drag her out when holograms are bonus crew.
If you are full f2p and have not been playing for a really, really long time at 4* FF she will still be pretty solid shuttle crew. The numbers are pretty meh no doubt, but she is still decent for DIP and COM shuttles which is one of the more common pairings. She will not light your world on fire, but she will make some shuttles.
Is she top tier for anyone. No. But she is free and she has situational value (and she could still be Killy's bigger, meaner sister).
I feel like I am just the next person in line to beat a dead horse, but if you have to cite her she is most certainly not free. She is free at 4/5*, which uses a crew slot that not everyone can spare. In order to get that crew slot back, people either need to spend $25, spend 50,000 honor, or get 2,200 honor.
My crew does not need a new fifth-best diplomat and I have plenty of slots to spare even with all of my holograms out of the freezer, so at 4/5* she will stay for eternity. I’m not saying she is the last crew I would ever cite but I would probably first burn citations on Captain Scott to soup up his arena abilities.
I generally agree with this. I would only counter that she doesn't feel mega for a mega event. I will be keeping her and gratefully so. However I will not be immediately doubling her as I was saving to do. That is why DB usually makes mega crew so great. It is a crew essentially everyone gets for little work and so they sell (I presume) far more double crew options than a usual gold crew gets. So I am not upset or anything, but I will not pay extra for her at this time.

At 4/5, based on the stats in the wiki, she's 742 base command and 802 base dip. That's like... an *okay* purple.
On my VIP0, with those 4/5, she does not rank in my top 10 for either command or dip. At 5/5, she would rank in the top 5 for both, but I would actually freeze her with that if she were a purple as I only keep the top 3 out due to space.

I think that’s where most of the disappointment is coming from, certainly mine. Minuet just does not live up to the precedent that has been set by previous mega crew. I too will gladly take her at 4/5, and will certainly not look to airlock her or anything like that, but the previous crew were powerful enough to sustain the excitement of acquiring them across the entire four weeks. Minuet does not do that, in my opinion.

At 4/5 she won't make a shuttle for me. At 5/5, it's hard to justify the honor for her over one of my other legendaries. I need to look at how she'll work out on Voyages, but she is looking to be the worst mega 5*.
