Ideally, I'd like it to be someone with some marquee value and no existing variants. And I'd love it to be someone with ENG/CMD/SEC. I tire of drawing ENG combination matches, because all anyone ever uses for that skill is The Caretaker. Even in an ENG primary Gauntlet, I'm far likelier to get a wall of Caretakers than I am to get anyone who has ENG and whatever the other skill is. Apart from all the things that have already been mentioned, I think that some or most of the existing Gauntlet characters also have something mysterious and unusual about them: they are higher life-forms, live much longer, aren't humanoid or nobody knows exactly what's going on inside of them. The Ba'ul would make sense to me, because they fit that description too.
And some time ago someone suggested Onaya from DS9, which would also make sense in my opinion (I mean, we got Armus, so...).

To fit with the bolded part, what about Rumpelstiltskin from DS9's 'If Wishes Were Horses' episode? We already have Buck Bokai in the game.
The obvious choice would be Mr. Homn, fits right in with the mysterious part and the TNG tradition (Locutus, Guinan, Armus).
Nice idea. But can you imagine how much alcohol that would require? Just equip him with alcohol and Lwaxana's luggage. No skills or traits at all.

He once thanked Picard for the drinks, so he can talk. He just wisely bites his tongue to remain in service to Lwaxana, who let go of his predecessor shortly before her first appearance in "Haven". To have remained in her service for as long as he did, Mr. Homn may be the most diplomatic character in the canon.
