By the announcement they are definitely not. And I don't think anyone has announced seeing them in the confirmation thread. But, then again, who would be excited to get them?
When the update was originally announced, I complained that I was expecting it to cover a wider timeframe, since it was longer than normal for them to rollout the update. Someone pointed out that they typically don't cover the roughly-six months before the update; the Bynars (end of Feb 2019) and Indigent Seven both fall in that blackout time frame, as does Buck Bokai (April 2019).
By the announcement they are definitely not. And I don't think anyone has announced seeing them in the confirmation thread. But, then again, who would be excited to get them?

That episode is pure nostalgia for me. It was the only TNG VHS my local video store stocked. My seven year old self hired it time and time again. I think the other episode on it was Coming Of Age.

Dabo has no relation to the portal. Anyone but honor hall and gauntlet crew can appear in Dabo. In fact if you have an existing non-ff Indignant Seven in your crew quarters you are more likely to see her appear in Dabo.
As for voyages, having her drop is against announcements by DB and experience by many other players. Do you have a screenshot?
I am sure I am not alone in prioritizing campaign citations on voyage-only crew and any Faction/Skirmish crew that can’t get finished with event packs. Slots aren’t an issue for me but that doesn’t mean they aren’t a problem for others.
Yes, that I why I said for me personally slots are no issue. We have all kinds of players with all kinds of situations. I don´t care for the Voyage-only crew for example. I care for crew I like.
And if one of those should be in a tuesday only pack there are different ways to finish them the scenario you described apart (you made it sound like waiting many months or ET would be the only options). Indignant Seven was an example where I gladly used a mix of pulls, citations and honor so I could create Indulgent Seven.
As you said elsewhere here: Thinking about the situation of others is an important thing. Not only in games. Yet, not meant bad, you tend to paint your opinions as the holy grail of everything many times...
Also as said: Especially super rares don´t always need to be immortalized to be of value to some players.
Slots aren't really an issue for me either, but I wouldn't waste honour or citations on a 4* at this point even so, knowing she'll eventually be in the portal, and especially when I still have a few of the voyage exclusives to finish off.
Although none of the legendaries are wow, Crusher still has two ranked Gauntlet pairs and Data still has one. The fact that all three are main cast and thus guaranteed to get the occasional event doesn't hurt either. God knows it isn't their best Tuesday pack, but it ain't their worst either.
As said above: I don´t care about the Voyage only crew. That is the wonderful thing about this game: Cause of it flexibility we all have different priorities and ways to play and enjoy it.
Yes, main cast is definitely a factor. But when we can get "during and after" mega event discount packs I still think this one would have been perfect for a discount as well.
