I have 167 Immortals, and I own exactly 2 versions of Data, Cadet and a lvl 20 1 star Hollander. He seems utterly resistant to joining my crew in all his forms. But from a want stand point, Kai Opaka is my Great White Whale of pulls.
I'm also still fishing for one more Cadet Nog, two more of Captain Kasidy Yates, and I still need Gilora Rejal to complete my set of Rare DS9 crew members.
*I don't think this one is even in circulation yet via packs.
Mirror Bashir definitely is. I got him on a behold, then FFed him with the subsequent Double Your Crew offer (only my second 5* FF after getting amazingly lucky with the packs Laborer Spock appeared in). His levelling is going... slowly however.

Tain. I got him once in a behold right after he came out, but I didn't have any free crew slots so for once I followed the general board advice to take the additional star on a character I already had rather than the first star for somebody new. Still waiting for him to show up again.
Of the SRs --- Warship Yar. I feel like I've watched Yesterdays Enterprise more than almost any other 3 episodes of Trek combined. (And this coming from a hardcore DS9 fan). I was blown away when it aired and it still stands up every time I watch it. And I don't think I've pulled her even in a behold that I took someone else.
In the Legendary side of the house, Kai Opaka I seriously desire, but have only seen on the Dabo wheel and without the buckets of Dil it would take to sweep the table.

It has me questing what his drop rate is because I could have with thous packs had a good chance of getting a FF Duras Sisters or Tuvix but not a single copy of Riker???

Maybe the irony is that we play because we’re Star Trek fans, those hopeful idealists that like to think things will get better when we raise valid concerns about fairness and balance, etc and we forget that DB’s greed openly mocks the values espoused by the franchise they have a license

I do not think Jazz Riker was ever added to the packs. I have never seen him drop, but he was included twice in events as rewards. He stands a good chance of being the honor replacement for Stargazer Picard in my opinion.

It's not really a big mystery since he's a legendary and there's plenty of those I haven't seen, but I feel like Captain Sisko's absence from my crew roster stands out. I've got the 2* version of course (in cryo), Benny Russell, Hippocrates Noah, as of this morning Gabriel Bell... still haven't got just plain old Captain Sisko when he's not playing dress-up for one reason or another.

Klingon Bride Jadzia - her event was one of the first faction events I thought I was going to be competitive in. It's a long story but halfway through I got stranded in the snow for eighteen hours with no cell coverage. Put a fork in that event, it's done.
Considering I'm he's been around a while and there's less than 20 purples I don't have at all, Dominion Dukat has proved incredibly stubborn (short of buying him with dil which I ain't doing)
I have all the Super Rare/Purples available in the game except for these. I either didn't save them because of crew space, didn't go for them in a "Best Chance of" pack, haven't gotten lucky in a Voyage or never had them drop.

Seven of Nine, which stings because I turned her down twice in behold before the gauntlet was released. You know, because at the time the general consensus was that she <opposite of blow that means is not good>.
