Puts him at the #29 overall Voyager, but that high placement is misleading - four of those above him have the same skillset in various combinations and seven of those above him have CMD and SEC. Combined with no ranked gauntlet or faction pairs, he's disappointingly underwhelming from a stats perspective, IMO. The art is great though.
If you're buying that pack, you're probably either a completionist, a Riker lover, or really want Admiral Kirk or Captain Janeway.
I guess it doesn’t fit with the New Beginnings / Second Postings theme, but if Janeway (or better yet, Worf) had been Mutated Paris, I’d be in for this pack. I’ve got 2x FF Janeway just waiting for a couple Paris to drop, and I’m getting tired of the wait.

An excellent point that I didn't consider. He's definitely far and away the strongest Riker in the game, and Riker is a fairly common occurence amongst bonus crew.

Not objectively, nope. #157 Overall Voyager, #2 DIP/SCI/MED. But he is unique among Rikers due to his MED skill, so that's a huge point in his favour.
After Zhang He Riker, Riker Odan is the highest ranked from a stats perspective (#77 Overall Voyager, #5 DIP/SCI Shuttle, #5 SCI Base, #4 SCI/DIP/CMD), and Little John isnt too far behind (#101 Overall Voyager, #9 CMD/SEC Shuttle, #6 SEC/CMD/DIP).

I've heard stories of WWI vets showing up in their doughboy gear after Pearl Harbor to help.

I selected that screenshot since it's clearly the basis for the artwork. Except the artwork uniform is clearly red, rather than the screenshot uniform, which is clearly gray.
However, it could have been an unseen interim version that was current when he retired and he grabbed it to use. Some services have legacy rules, allowing retired or reactivated personnel to grab their old uniform when they feel it is called for. In some cases, it is unofficially tolerated. I've heard stories of WWI vets showing up in their doughboy gear after Pearl Harbor to help.
I think it's far likelier that it's just a coloring mistake. But if it is some unseen interim version, it's either something from the drawing boards or a Timelines Original.
He does not have grey shoulders. They are a muted red. It is just the blue lighting that makes it look grey. Zoom in and you can see it is red. I found this on a site which talks about lighting and its effects on color from http://www.pa.uky.edu/~sciworks/light/preview/color4aa.htm:

We usually view objects when they are illuminated by white light, usually sunlight or ordinary room light. White light is a mixture of all colors, in roughly equal proportions. White objects look white because they reflect back all the visible wavelengths of light that shine on them - so the light still looks white to us. Colored objects, on the other hand, reflect back only some of the wavelengths; the rest they absorb. For example, if white light shines on a red ball, the ball reflects back mostly red light, and so we see red. Most of the greens and blues that are part of white light are absorbed by the ball so we cannot see them. Likewise, a blue book is reflecting the blue part of the white light spectrum. The red and green parts are absorbed by the book.
What happens when red light shines on a red ball? It continues to reflect the red light, and so it is still red -- but a white ball would also look red in red light, because it reflects all colors. If instead we shine blue light on a red ball, it will look dark, because it does not reflect blue light. It cannot look red unless there is red light coming to it from the light source. And it cannot look blue because the red ball absorbs blue light. So when we ask what color an object is, the answer is not simple - it depends on what color light we are using to see the object.
As you can see. When there is primarily just the blue light hitting Riker’s uniform as it is in the middle picture it looks more grey but when there is red light available from the red alert lights as there is in the top and bottom pictures then there is adequate red light to reflect off of the red shirt so you can see it as red.
at least mirror vic actually has a resemblance to poor James Darren. Now that Vic is in the monthly rewards it might be a fun treat to have his art updated 🖖
