How about something like a Barracks room for starbases, where you can build extra crew slots? They could make it exorbitantly costly if they like so they're harder to get. I think this would be a big boon to fleet recruitment and daily targets and the like.

To claim him, I'd have to also claim Salia and Q. I can fuse the latter, but not the former (well, fuse 3 into 1) but already over the crew limit by 2. That citation offer now looks pretty tempting!
