Even if you never add stars to him, at 1/5 he will be among the strongest CMD bases in most rosters. (At 1/5, he's actually still top 10).
I'm not sure I'm willing to spend 100k Honor during the middle of a sale on him, but I sure wouldn't begrudge anyone who does as he's basically guaranteed to always be on a shuttle outside of events (and probably even during any Faction events without a huge depth of bonus crew).
I'm not buying him during the sale, but,as soon as I can after, I'm getting one. I learned that after Borg Phlox last time. Cashed in my last six premium portals for honor and got three begolds. I added Boothby Replicant, Daystrom, and Lonzak to my roster.

Pretty much the same for me. I’m a sucker for TOS/TAS crew, and that’s a strong enough COM base to be worth having for events where event/bonus crew are limited.
Can you give us an idea on the equipment build? Is it like 4 thousand basic furs to equip...it? Them? What's the pronoun to use here?
All in All Captain Tribbs equipped very easily, lots of green components I had in huge stockpiles, not very many gold items, a fair amount of 2* Science Experiments, I think a single Covert Contacts, so not many faction items, at least not the pain point ones. I think I finished the build on 800 Chronitons give or take? And lot of that was unnecessary warp tens with no supply kit on.
Tribbs also has a bunch of traits that might show up for events, and may be a sleeper agent in terms of bonus crew.
The biggest missed opportunity is that it doesn’t coo or make little tribble sounds when you tap it, but having not seen TAS perhaps this particular Tribble doesn’t coo.

She?
Tribbles are born pregnant, which implies no males, just asexual (or hermaphrodite) reproduction.
