Yes, faction center. I double checked and Frank got FTM on Mirror Tuvok, he mentioned he had paid to refresh the store until he appeared. I had Mirror Data in mine and wasn't willing to spend for the refreshes.

You can either spend 75 dilithium to refresh the contents of the Faction Center, or wait for the daily reset (which is the same time for the Dabo Wheel and the Cryovault merit cost).

Oh my bad, the screenshot of immortalization was given by General McDuck and I didn’t see the card card. Wanted to make sure others didn’t spend dilithium on trying to ftm it.

He appears to be available via the Prisoners mixed behold that showed up today but the "How to acquire" entry for him in the Cyrostasis Value is of no help and I don't believe there was any announcement.

They're trying a bunch of new things. It can't hurt to try this and see how players like it vs tuesday packs, voyage exclusive crew, or whatever else.
