I would trust hundreds of player reported pack pulls (you know, actual evidence) before I would trust Shan just saying `that`s not a thing`. The fact that there is measurable evidence proves that it is a thing, and also that all other legendaries are always beholds also suggests this.
Just want to add to this: I got a delta flyer Paris from a behold, a disguised kira from a behold, and another disguised kira ( no behold) it definitely seems like the loot table for random non event 5* is skewed towards the last event with Kira and Paris. I got two Burnhams as well
So you've changed this or Nod was wrong when he told us it was a "thing" on the old forums?
I don't know what Nod said on this. When we talked to the designers today, they did say it was something that was considered at one point, but they decided not to implement it. That may be what Nod was referring to, or perhaps he thought it was going to be implemented. There's also a chance it was an experiment he ran on some of the packs.
It's definitely not a thing now.
So this begs a question.

If Nod was wrong, then I'm going to feel the need to question a lot more of the things he stated.
If it was changed, then this would go under the communications issues experienced.

it was changed. I forget exactly when but there was a big issue with the packs giving the guaranteed crew a couple of schematics and all the rest being multiple copies of the only 3* bonus crew.
I've played less than a year, but I recall when I first joined during the Borg mega event some of the packs stated 'increased chance of a featured character variant'. (Or something to that effect)
I'd also trust the data to show a skew over any timeframe where that bias code was in place for even a minority of events.
Just because they discontinued the practice before Shan's time doesn't mean there isn't some old code in the RNG looking at the hidden variables tied to the featured characters.
The fact that a player had to put in this much work to prove DB reps are posting conflicting/inaccurate statements is damning.
I think this highlights broader problems at DB in that they had to lay off some of the people who actually knew how the game worked. Coupled with the fact that CS response time is a joke I do wonder if Timelines has run its course.
While the pack was working correctly as far as the event crew featured in the pack was concerned, the loot table also included crew from a previous event. Crew like Tactical Michael Burnham for instance, which is not yet available in regular premium pulls.
This has now been corrected.
While this has not compromised the validity of the event pack itself, as the guaranteed event crew for a 10-pack was not affected, we regret that such an error occurred.

I think they were right to fix the error that was found by the community. They made an error and fixed it then invited anyone who had an unexpected pull to contact CS and get them swapped out in a case by case basis. I fail to see how that is bad business practice far from it. If they left it unchanged they would get an equal amount of complaints from people complaining about the wrong crew.
If players have benefited from the mistake then fair play to them, but I cant see how getting a Kira, Paris or Burnham in a pack is going to help them in this event, or give them an unfair advantage over getting Chapel, Seven, Janeway or Davinci which is what they should have received.

I pulled a Burnham (already FF) and had immediately dismissed her. Didn't really think anything of it, other than a little surprised. If it had been one of the 5*, I would have been happier, since I already have 1/5 for both of them and wouldn't even consider putting a ticket in.
I went ahead and put in a ticket, mostly because I'm curious what the resolution will be. If I can get someone slightly more useful, great. If not, I still got honor.

I will however confirm once again that event packs do not offer a higher chance to drop variants of event crew.
While it might have been the case at some point, as Nod's post in 07/2016 suggests, it is not the case right now.
