Not to mention Ash is Voq?! Not another way around ...
Ash is a variant, and Voq counts as bonus for the event. That means they both get the same 2x bonus. Likely in this case Voq's relative skill is higher than Ash. Nothing weird here.

Ash is a variant, and Voq counts as bonus for the event. That means they both get the same 2x bonus. Likely in this case Voq's relative skill is higher than Ash. Nothing weird here.

I didn’t really keep track of the chrons I spent but I had maybe 100 to start with plus a voyage that recalled a couple hours in with another 600 or so. Plus the various threshold rewards, I hit my target of 70k VP while spending around a thousand chrons total. It’s more than I would have liked but the two supply kits were worth it and now I can spend all of my chrons for the rest of the weekend working on Cornwell so she’s ready for next week.
I’m not bothering with Pothead Tyler or Tarah, as the combo of T’Kuvma, Graduation Fun Sponge, and Commando Shran was more than sufficient to get good bonus percentages. I’ll level Tarah someday because I love Andorians but there’s no point in doing it now because I’m done with the event...

I think the RNG makes it impossible to really get a conclusive answer in this case. Too many moving parts.

I just reported that there seems to be an "Anomaly 2*" this Event, as there was a few months back when Dax was a Reward Character, and Festivus Crazy Eyes gave like weird results with really low percentages. Newer players might not have a lot of the Discovery Crew that were introduced further back, but they just might have Prisoner Mikey Fully Fused ,since she was the 2* for lower Thresholds just a few Events ago. Just trying to help people. That was all.

I always level the event characters. Partially because I have a fairly deep cache of components but I just find Galaxy events less frustrating with leveled crew. I can't say for sure if its the most efficient use of material but seeing 60-70% success rates on builds makes me feel better. I remember the early days of Galaxies when I had weaker crew and I didn't care for the 30% success rates.
As for Cornwell specifically, she's sometimes the best DIP character depending on traits.

Actually I spent only around 100 chronitons to get her at level 60. And she is really useful in event even then.

The answer of which is best may also depend on whether you're playing for rank or not.
In this case, leveling Cornwell should be a priority because she has strong stats and will be 3x bonus all month.
