Initially, WRG didn't give the Romulan Bird-of-Prey its cloaking device. It would have been an incredible Easter egg if it had one but only unlocked if you had Nomad aboard. Sure, it would have infuriated pretty much everyone but I'd have admired it. (Plus, I have Nomad so I'd have been fine.)
