Meh, I paid to double him up on day one. Most powerful base science I have now. He worked fine for shuttles and it may have cost me a few rares, but it was the same for everyone else. I'll take my 100 sorry chronitons plz and call it a day (I like saving those mail gifts so come on ).
I was thinking of putting in a ticket, as Shan suggested, but I'm having trouble coming up with something specific to complain about or ask for. I mean, like many people I have the feeling of "It was broken! I want something in return!", but I can't really think of what this actually cost me.
At the end of the day, I've still got my 5* Surak, who's still just as good as he was last week. True, he wasn't at all useful for the Galaxy phase, and if I was just going for thresholds then certainly I'd make the case that it cost me more equipment/chrons than it should have to get there. But I was playing for rank, against people with the same handicap. (Or worse if they didn't have as-good fallback crew.)
Just seems like it's hard to justify a specific compensation for a "demonstrated loss" in this case. Curious, what are you people that submitted tickets asking them for?
Sweeeeeet. I just used it on Commander Keras who became my third best command character. Don't mock, yes my medical crew are better than my command crew.

However there is no obligation for DB to provide compensation

I brought this up again this morning and we are doing a global compensation in the form of a 4* Citation. The in-game mail is being sent out now.

I think that's very fair given the circumstances.
