Maybe I'm missing something, but why is Quark bonus crew if he isn't part of the event crew? Is he going to be a pack-only addition?
I know the actor is the same, but this is a completely different character.
He's Quark in the other reality in the mind of Benny/SIsko.
Same reason Benny is a variant of Sisko, etc.
I would argue this is different and not a fair comparison. In Far Beyond The Stars, Sisko and Benny are essentially the same character, by that I mean Benny is writing about Sisko and the gang OR Sisko is hallucinating Benny and the gang, so they have a connection in that sense.
Quark has absolutely no connection to Herb in this way, it's just Benny or Sisko imaging the person similar.
I would think Quark should NOT be a bonus crew in this event... my 2 cents, maybe it'll buy me a copy of Incredible Tales

I disagree. You've listed a bunch of people who are related to one of the "main cast" but are actually completely different people (even if they were played by the same actor).
A better comparison would be Holograms of base characters (Anastasia Komananov and others from Our Man, Bashir). Perhaps the best comparison is to Benny Russell who was Sisko's character in Far Beyond the Stars and was part of the event crew from the Catching Fire event with Enemy Lines Sisko .

I pretty much have Voyages and Shuttles running 24/7. My usual method is to use my best / most appropriate crew for the Voyages, then fill out the 4 shuttles with what's left. But I wonder if I should do the opposite with a faction event. Use my lower tier crew for the Voyages, and save the top tier for the event.? Are the rewards better & worth it to do that strategy? Seems like the Voyage rewards and time will be significantly curtailed.

Running event shuttles before sending out a voyage should guarantee that you don’t accidentally put an event crew member on said voyage.

First kick start the event.
Assuming you have four shuttles, then chose one faction. Open all faction shuttle missions, and chose the four with the best crew. Once they are away, launch your voyage with the best crew you have left.
When the shuttles return, launch the same shuttle missions with the same crew.
You may need to reevaluate which missions and crew are useful when you level event crew, and go from time down boosts to skill boosts. So when your voyage returns, reassess your shuttle missions and repeat.

That is what I do, too. The only time I focus on shuttles is events. At those times, the B team runs voyages. They work fine, just not as long.
Was underwhelmed at first by this - but then, thinking about it, Far Beyond the Stars is (arguably) the best ever ST episode, and First Contact is (easily) the best ever ST film - so I'll take this.
It's been a while since we had a stats beast - hoping for a 3 skilled Lily and a power creep Herbert!
One character, who appeared in just one film, no other appearances on screen, and I don't think any other mentions. I am not complaining, it was good acting, but this must set the new record for crew per appearance.
Is Lily Sloane the new Burnham, and can we expect phaser Sloane in the future?
She may have only appeared in one film but she is pretty much the most important character in the whole franchise. She built the warp ship with Chochrane which initiated first contact. Everything thereafter stems from this one event. She also managed to convince Picard to stop being an Ahab, thereby saving the Enterprise from being fully assimilated and preventing the Borg from gaining a foothold in the 21st century alpha quadrant.
I find it pretty bizarre that she isn't lauded as highly as Chochrane in the 24th century, tbh. She had as much to do with first contact as him, without actually flying the ship. She is deserving of a statue or two - perhaps they are there but we just haven't heard about them. Chochrane is worshipped, he has a Chochrane scale, the first semester at the academy is named after him, etc. But we never hear of her. We don't even know her fate.
I'd certainly like to know more, and a second card is welcome. After all, Von Braun is as well known as Armstrong, is he not?

It really depends on your crew. I never pull out 3s for an event because I don't think they help enough and are not worth the merits.
The only reason I pull out blues is sometimes it means I can run stronger voyages whilst still being able to run shuttles with similar percent successes so that I can top up chrons for the galaxy portion if I need/want to.
But yeah even double bonus I don’t think he beats my immortal captain t’pol for command.
