That's true at least. I sent my first 4 post-kickstart shuttles with med, sci, med, and eng. Some of those shuttles would boost better with dip, but I've decided I don't care about the % and will just try to burn some of these excess boosts.

I think it was planned as 8 shuttles event and some were cut off a bit more creatively.

That was my thought. The Federation always wins when they are an option. The best set actually seems to be the Dominion. All three sets are actually pretty horrible. Some of them don’t even have two seats that have the same skill. This is probably the worst mixture of seats that I’ve seen in any Faction event. I ended up opting for two missions for the Federation and two missions for the dominion. One of the worst was the Federation mission that had four seats were three of them have science. I was thinking for sure that would be one of them and I would do until I realized that there was a distinct lack of event crew with science.
One thing that does surprise me about the mixture is that it makes it so there is no incentive to purchase shuttle booster packs. I always buy several boost packs for each faction event but didn’t buy any this time because other than the Quickstart there really aren’t any shuttles that you get such a great bonus on skills for that it’s worth purchasing any because of the mixture.
It would be neat if DB includes Timicin as an extra 5* reward in this event, given that David Ogden Stiers also acted in “M*A*S*H”.
Yes, I know it is not likely, and yes, I know he was not in the original movie. I still think it would be neat.

5* Charles "Timicin" Winchester, a hologram doctor and resident of Deadwood(Fistful of Datas) that looks like Timicin because Data's memories of him from his visit to the Enterprise D got merged with the holomatrix.

The scores currently showcase just how little a lot of players actually care about this event.

The last time skills and crew were so badly mis-matched was in the Vulcan mega when seemingly every shuttle had ENG but only had five bonus crew with that skill: T’Rul, Lorian, Gangster Spock, Laborer Spock and Vorik (two pack-only legendaries, one proficiency-heavy legendary’s tertiary skill, and two crew actually likely to be owned by anyone).
I will say that there is one nice thing about not bothering to re-unfreeze Dominion crew for this event: I don’t have to worry about not finding bonus crew that don’t have the featured skills. It’s liberating.
It adds variety and spice to the game. The Dominion crew provide a few bonuses here and there, but not an overwhelming advantage. It's only for two days anyway, then we get to spend chronos if you're going for the top card. I think it's a good, interesting mix, and quite different to last week.

The bigger issue is that we have a med, sci, and eng strong event with bonus crew that are predominantly strong in cmd, sec, and dip.
Except for one of the featured crew who is Sci/Med. If we didn't have Sci/Med people would be complaining about an event crew with no shuttles to use him on. Now they're complaining that too many shuttles have skills that feature that event crew.

This whole fewer shuttles bull pucky to try to nerf the quick start is partially to blame. More shuttles would have (hopefully) had a better spreads for the other featured and bonus crew.
As good as the characters look we're just too Doggone tired to attempt this...

Am I the only one who thinks it’s strange that the only Odos who are sec primary are 1 & 3* versions. I mean security was kinda his thing, and he didn’t have the most diplomatic personality, yet almost every version of him is dip primary.

And he didn't even need a weapon. Odo could do more with an intense glare and a growling harumph than 20 security personnel armed with phaser rifles.
