It's one person developing this sheet, so it's updated when he has time available. He's applies updates pretty regularly, I typically look for updates every 2-3 events.
It's not easy to merge edits with this spreadsheet (at least for me). My typical process is:
1. make a new copy of the current version to your google drive
2. sort both crew lists by Version - then Name (highlight whole crew page, click Data - Sort range, add another sort column to sort by one then the other).
3. select the "active", "cryo'd", "notes" (if used) column and copy, paste it from your old version to the new one.
4. sort your new crew page as desired (I like to sort by Active - Stars (Z to A order) - Name)
5. set up your advanced settings and completed missions again. you can copy-paste a lot of those from the old to new version.
note that as you make large number of changes like this, it takes a while for the new spreadsheet to process it all, so it looks for a while like the "active/space/freeze" field for example is not updating. just gotta give it some time.
The only reason you would need Off-Duty Tilly would be for the weekday cadet missions. Of course, that also depends on how many higher level engineers/diplomats you have. Tis the only reason I keep her around.

Alright, more details then. I have Klingon Empire for Episode 1. A Father Figure is marked Completed. By Hook or By Crook is Not Completed because it's the other faction's choice, but it is the only mission on the Stats page she's flagged for. Marking it as Completed changes nothing, even if I switch my Episode 1 choice to Augments. Off-Duty Tilly is frozen, and marked as needed for cadet roster on my crew page. I currently have Sito, Seska, Worf, and Sci T'Pol active, plus Desert Ezri. Their scores are
more than sufficient for my eng/dip needs during the week. Other cadet crew that are frozen and marked as needed for cadet roster are Gaia Odo, EMH Mk.1, Nurse Kes, Tasha Yar, Major Kira, and Persis.
P.S. Mirror T'Pol is listed on the sheet with the curved apostrophe instead of the straight one. "Mirror T’Pol" instead of "Mirror T'Pol."

For the cadet missions, the sheet specifically recommends the "best" cadets that allow you to cover all requirements with the least amount of crew. For Diplomacy, for example, that is one of several combinations of Off-Duty Tilly, Gaia Odo, Dabo Girl Leeta, Ensign Sato, or Enterprise-D Picard.
It may be that you have other crew that are sufficient for the specific missions that you run, in which case the cadet recommendations are not entirely correct for you. I have thought about changing the setup of these cadet recommendations, but it would actually be a good bit of work and add some complexity for a requirement that most people will meet fairly soon in playing the game.
P.S. Mirror T'Pol is listed on the sheet with the curved apostrophe instead of the straight one. "Mirror T’Pol" instead of "Mirror T'Pol."

Well, sort of. An apostrophe is straight up and down. A single quotation mark (right) is what is typically used for an apostrophe, which looks like an elevated comma. The prime symbol has a slight slant. Most of the time, these symbols are used interchangeably, even though they shouldn't be.
The only way to accurately represent any of these characters is to use the Unicode (ALT + 4 digit number) or a character map. If you look up the character, for example in Windows Character Map, you will see that it has a U+4 digit number. This is a hexadecimal number and would need to be converted to decimal in order to be keyed in with a standard keyboard (using the number pad, not the numbers across the top of the keyboard) or by editing your registry to allow hexadecimal ALT codes.
An apostrophe (U+0027) is ALT-0039 and produces the ' punctuation mark.
A prime (U+2032) produces the ′ punctuation mark.
A right quote (U+2019) produces the ’ punctuation mark.

She is the more efficient choice for me than to add Odo and/or Tilly. But it's not a big deal. I believe T'Pol is only best because of her traits, and now I think I recall you saying earlier in the thread that traits aren't included in the formula. Thanks for looking into it.

You are correct. In the Stats page, Mirror T'Pol is using the incorrect character. It should be changed from a right quote to an apostrophe. You could change these yourself until the next iteration by going into the hidden Stats page and changing the punctuation. (lines 1057, 1058 and 1059)

Leshy, The Common Crew collection bug has crept back in. On Collection Data, check the second Advanced Settings cell reference in B8. Should be $F$28 vs $F$29.
Cell references are also off for Do No Harm ($F$38 vs$F$42)

Leshy, I don't know if you have had a chance yet to add the new collections to the Advanced Settings: Display Cryostasis Collection Requirements block. The Big Goodbye and Delphic Expanse are the two missing. There is something funky going on in the code as well, as when you mark Wild West and Sherwood Forrest to no, the two new collections are marked complete.

I noticed Mirror Kirk showing up in my top 4* security, there is an error in the stats sheet listing him as 4 instead of 5 star for security.
