Tough to find the original source material for the allegation that the original idea for Babylon 5 had a shape-shifter security chief but I can find people referencing it. No, you've added the words "security chief" with no apparent justification. Read it again. It makes no such mention. (In fact, I referred to that change earlier in this thread! The assassin becoming a Minbari with tech? Given the year, though, it would have been stranger if they hadn't had a morphing character at some point!)
As you "can find people referencing it", would you mind sharing those links instead, please?

Ha, I guess editing in @(HGH)Apollo didn't work! Sorry about forgetting to include it. Anyway, if you could just grab those links from your history (where you found "people referencing" that B5's Security Chief was going to be a shapeshifter) before they get too deeply buried and you have to spend time trawling, that'd be great. I'll work backwards from there myself - it seems like I'm the one most interested in the topic, after all!
The only two places I could find that referenced it were here and here.
(A side-note - you say this place is informal and shouldn't be held to as high a standard as something published, but you contradict yourself by saying "There are multiple people on Babylon 5 threads and forums that have made the allegation..." - so other forums can be used as citable sources? Do you see the double-standard? All it takes is a little responsibility with what one publishes online. We're all human, and it's fine to make mistakes, after all - so when we do publish something factually incorrect (as I have done a couple of times this year, too!), hopefully someone will be there to correct us. Making mistakes is fine. Refusing to accept it, despite the evidence... that's not so good.)
