Making a new crew takes a significant amount of time.
Some of the time saved by running "flashbacks" as opposed to "reruns" allows us also to improve on our tools. This in turn made it so that Fast as Light could be adapted to the correct rewards structure without requiring too much time.
So here's a thought .... have an event with all existing crew that isn't a rerun or flashback. There are many crew that haven't been featured in events that people would like the opportunity to get cough Lt Cmdr Jadzia Dax cough. It should be just as easy to code since it would be an ideal copy and paste job (what could possibly go wrong) and would provide some variety to the event pattern of mega, flashback, 3 events, mega, rinse, repeat.
I know. DB would lose revenue by not pumping out a new gold. But if you're not making the money on a flashback anyway, then there's no real loss.
Anyway, just my 2 cents. Oh wait. I'm VIP 0. I guess don't have any to begin with.

Based on previous discussions, my understanding is that crew development is one issue, but creating the story plot and mission dialogue for new crew is the other issue. Both require staff time, whether it's a designer (art) or developer (coding).
This means that all six skills are associated with an Archer card. Isn’t Bashir the only other character that can claim that?
Bashir was the first, but I believe he is definitely not alone. Phlox and Sisko come to mind, as do both Seven and the Doctor because of Cheesecake Seven.

There's a temporal anomaly disturbance crisis so <insert crew member 1> steals a ship and flies into a subspace storm to get crystals to build a weapon that could wipe out the entire galaxy. Since the honor of the Klingon Empire is always at stake, <insert crew member 2> tries to stop <insert crew member 1> from assembling the weapon. Meanwhile, <insert crew member 3> works to close the rift and repair the damage to the timeline before it's too late. Oh, and Q throws a party. Done.

I rewatched the Lawrence of Vulcan episodes yesterday. I wish they had made him with a dusty uniform and dirty hat. This is Ready to Transport Archer, not Desert Archer. I'm trying to decide if I want to justify the trouble to get him. If his full stats are that low (considering the needs of my crew; he would be great for new people), then what are his 1/5 stats like?

Oh I'm totally with you on this one. I was just sharing more DB rationale that they've used as means of explaining why new events and/or crew are such a draw on resources.
Having said that, from Shan's recent post, it does appear that some of the QoL work is less gamer-facing and more developer-facing, possibly to make that sort of cut-and-paste design work possible. That would theoretically require less developer time for all new events, regardless of whether or not new crew are involved. I suppose that's a good thing in the long-term for players.

I have to add my 2 cents here and voice my extreme disappointment on the Archer card, in particular the art. He looks horrible! What is his right hand doing upside down? He looks like a commuter. Reminder, this was the source material:
That was 100% awesome Archer, and he's been nerfed to a potential 1* :-(
This means that all six skills are associated with an Archer card. Isn’t Bashir the only other character that can claim that?
Technically, Archer’s had all six skills since March, when Test Pilot Archer was released with a SCI primary skill (and then of course there was Imprinted Archer’s release in May).
Rank 5000 is what I will aim for to finish Duchamps.

Q (JDL), the Doctor, Phlox, La Forge, Sisko, Riker, Burnham, Dax (if counting Ezri. They've shared event bonuses for over two years.)
Woah. I was way off. I’m so behind the times
From the Announcement in "Starfleet Communications":
Desert Archer (New) - this crew will be featured event crew in the event starting on 11/07.
Fully Fused Fully Equipped Level 100 Skills: CMD 852 (149-341), DIP 1218 (245-474), SCI 567 (69-177)
Traits: Human, Starfleet, Explorer, Telepath, Resourceful
He went from "must have" to "meh" pretty quickly.

Woof. Maybe they forgot the 1 and the CMD should be 1857. (Tounge firmly planted in cheek).
Ha! Your point is very well illustrated
