I thought about switching from Sec 31 to Cardassian mid-event to farm some of their stuff, but didn't want the absence of my meager contributions to derail Sec 31 from winning so I stayed the course.
Any ideas what Picard(s) would likely be a decent surrogate(s) during the next event? Maybe even another character With similar stats and traits? With Sci/Dip/Med, my immortalized Picard and Number One wouldn't be too bad. The only other Picard I have immortalized is Adm. Picard 4* and he won't even be close to enough. Soji immortalized might be of some use filling the gap.

It partly depends on what traits end up giving bonuses, and we won’t know that until the event starts. Your best bet will still be any Picard or Wesley Crusher variants you have. Absent any of those, your strongest non-bonus crew that match one or both traits in a given recipe are the next best options.
Don’t forget that there are more than a few Picard variants who won’t show up when you type “Picard” into the search bar: Galen (solid SCI/SEC crew), Detective Dixon Hill (passable DIP/COM option), Tommy Gun Dixon (passable SEC/DIP choice in events), Robin Hood (excellent SEC/COM, among the best of all 4* crew even outside of events), and Locutus (who’s serviceable in events at a high fusion level for DIP/SEC purposes) will all be missing from the list of Picards unless you’re using a customized spreadsheet that organizes variant crew by their base characters’ names.
If you have a little dil to spend, today’s birthday behold might not be a bad way to go - my variant-bonus Mirror Picard (who is immortal) is stronger than my event-bonus Commander Tomalak (also immortal) for the upcoming event. Again, this doesn’t account for trait matches and Tomalak is likely to draw better rare reward drop percentages as a result of those; still, MJLP should be a stout crew for you outside of the upcoming event as well as during the event.
I was curious about how some of the others would compare. I've yet to rank high enough for the 5*, so I always have had to make do with a surrogate. (Except the rerun with Satin Dress Lily. I had her 1/5*.)
I had flagged all my Picards and Wesleys in for attention, including the odd ones you mentioned - minus Locutus (don't have) and Robin Hood (forgot). I just got Tomalak from a portal. For Wes, I have Dress Uniform 3/4 @lvl 100 and Cadet 1/4 @ lvl 70. Plus, we get four copies of the new one by the end of the event.
for Picard, I have more options: P and Admiral are both immortalized. Mirror is FF from the campaign. Irumodic Syndrome, Robin Hood, and Dixon Hill are also. I have Mambo, Galen, and Tommy Gun Dixon at lesser completion. I think Mirror Picard might be my best choice to focus my attention. Another immortalized gold is never a bad thing.
