It isn't random. It will always pop up unless it is within 24 hours of a previous DYC offer. Any CS agent telling you it is random is oversimplifying the issue so they don't have to explain more, or they are woefully and inexcusably ignorant.

@Shan I didn't want to make a big deal about this, but if that is the case, this is inexcusable and beyond poor customer service.
9 packs to get Spock (plus a 4th star for Kira and a New Eden Pike) and 6 packs with no Kirk (but one each of the 5*s, all extra stars, and a Resilient Tuvok). Seven 5*s including Spock is something I will take, even if I didn't get Kirk. I guess I'll get one each when they are added to the Portal and Crew Retrieval 2 updates from now (about a year, if they update sometime in the coming months)
I have heard it’s automatic...but also thought I read somewhere it’s an 85% chance. All I know is I wasn’t able to get it this time because I got tripped up on a premature activation (accepted my campaign reward before the event ended—Gladiator Spock). It is bothersome we can’t dismiss offers, and spend $25 on ones we would accept. I would have gladly paid for a 2nd copy of the new Spock.

Anxious Kirk question. I have two of these both at 90+. I want to use honor to get 3 super rare cites and then merge with with a Ftp Spock. I have "favorited" both copies of Kirk but they want to merge rather than give me the opportunity to get cites. How do I go about doing about this? I know dismissing one of them temporarily would probably work but I really don't want to go that route with several single starred gold not merged yet with not enough crew slots at the moment. Also, if I dismiss one and bring it back, will it keep the 90* rating or would it revert back to 1? Any suggestions?

As you stated, I think you will have to airlock one of the two, then add your cites. Once done, bring the other back. I don’t think the system would let you differentiate like you’d like (it would nice if it did though). It should come back at the level it was dismissed at.

I tried your "dismiss and reenlist" suggestion countless times. I waited until well more than 24 hours had passed since my last DYC. I started and restarted the game. Even claimed a new (4*) crew from event hoping that would reset it. Nothing worked.

Seems the game does not want me to spend money on it. Got no help from CS and no response from @Shan. Their loss I guess. I'm sure I'll get the second copy to create a standalone FTP Spock eventually.
Just disappointed I can't use him for the event, and I've waited all this time to fuse him with my Kirk. *sigh*
I am aware I can still use Reunion S&K for the event, but they don't get the same bonuses FTP Spock would.

You can, but it is usually best to level the 4* to level 99, and fully fuse and equip it. Fully equipping the 4* takes a lot less chronitons and credits. I would recommend you wait.

Depends on the depth of your crew. If your crew benefits from him at 1/5, level him up because it is going to be some time before Kirk is available. But if your crew is not helped by a 1/5, don't level him.
It would have been different two days ago. Two days ago I would have recommended leveling because of the event. Now that the faction half is essentially over, my advice changes.
Thanks DavideBooks and IceCat- reflects my initial thoughts too- had I been going heavy on this event I would have levelled up early, but with both UR already at 4/4 and spending a lot of time on last week's skirmish, deciding I should just wait on Kirk.
