But it is more than possible to finish top 1000. I’ve been hovering in the mid 500’s so far this event, and a quarter of my fleet, who are all VIP 0 as well, are in the top 1000. It takes some work, but it is possible to do well, even without great crew. I myself only have 6 event crew this go around.
And before someone comes in and say that it takes months of saving boosts and we can only do it once in a while, I’ve finished top 1000 in every faction event since last April. If I can do that, then pretty much anyone in this game can.

I’ve shied away from sending my very best crew (Borg Queen, Crell Moset, Grand Nagus Rom, Mirror Kirk, etc.) in the past but in the last few weeks have been more open to it. In fact, I have Mirror Picard, AOS Crusher, and Kortar all on my voyage running right now.

But it still seems illogical that I should be so weak in every faction event.
For this one, my squadron leader has shared immortal Dark Ages McCoy. And I'm using 3/4 Duelist Yar (waiting on that phaser to be FE), Temporal Seven, Drone Seven, Warship Yar, Drafted McCoy and Prisoner McCoy (all immortal), plus 1/5 level 100 Seven of Nine and 1/4 level 100 Katra McCoy. AND I've been using boosts, although I've also heard that they don't affect the outcome and it's all down to RNG.
F2Ps obviously don't buy event packs (and I don't any more - diminishing returns), but even with my very deep crew, I can't see how I'll even end up with ONE Tsunkatse Seven.
Sorry - just feeling frustrated after six consecutive shuttle fails.

Some people can't send shuttles each 3 hours 24/24. Health issues and all that. And that is pretty much THE requirement for FTP/monthly top 1000 besides decentish crew and some boosters. One missed run is around 200 places, which for four days of regular sleep solidly puts you out of top-1000.

You have to pick only the optimal missions for the crew you have. I almost always run the 3 slot missions, maybe a 4 slotter once in a while. And pick the best boost for your bonus crew skills.

That's exactly it. It's impossible to compete in most events with 3 shuttles. Well, depending on crew certainly, it's possible not to have crew for 4th shuttle but then you are losing that event anyway.

I actually just open four and run em, selecting which of the four is best first and going through them until all four are filled, even if there's a five-seater or two in there. So, what WOULD it take for an F2P to win an event?
For the current event (which, by most measures, I believe) is low scoring. The leader is at 1,388,304 points. Let's set a target of 1million points.
For starters, let's put them as squad lead. This is usually good for 15-20% of your points, so let's be generous and say 20% (or 200k).
800k Points would mean 200 successful 4000 point shuttles. This means 50 per day. In sets of 4, it would take 12.5 rounds of shuttles per day (so 13 rounds of shuttles, allowing 2 failures per day).
13 rounds per day would mean 1:50 per cycle.
So:
Assuming unlimited 3* time boosts (you'd need 208).
96% Pass rate
Zero ramp-up time
Significant contribution from squad-mates
Would get you to 1million points.
Increasing this to 1.5 million (a more realistic event-winning total), keeping the same 20% squad contribution (300k points) would require 1.2 mil from personal shuttles.
This would take 300 successful 4000 point shuttles, 75 per day, 19 rounds (allows 1 failure per day, or 98.7% pass rate).
19 rounds of shuttles in a 24 hour period would require around 1:15 per cycle. To get that low, you'd need to use a 50/50 split between 4* and 3* time boosts, so about 152 of each.
Things not considered in any of this analysis:
Ramp up time
Unrealistically high pass rates
The simple fact that scoring higher will push others to spend and score higher themselves
All that said, I doubt it's actually feasible for someone to win a faction event as F2P. In nearly two years of playing this game, I have spent very few 4* time boosts and I've accumulated 49. Also, to have the crew to staff 4 shuttles at 95%+ pass rate likely requires some spending as well.
With almost no sleep and carefully watching and using a lot of boosts, I finally barely hit threshold on a faction event. I realize why others disagree, but I like Galaxy better.
With DIL-For-Immortals, it's possible. I'd imagine any serious F2P would put their DIL there first.

Now imo I don't see a true vip0 winning a faction event. It's just too easy and quick for the mega whale in the second spot to hit that Dil button and run a bunch of shuttles in a matter of minutes to outpace. Yes, if I wanted to save up my time boosts over some vast amount of time, pick the perfect low-interest repeat event where I have the right event and bonus crew then maybe it's possible.
But what it comes down to is this. You can't play this game effectively as a F2P unless you have a tight control of resource management and efficient resource expenditure. This is the one thing we can do that lets us grow to the point where we're even able to compete. And the last thing I would want to do, is then blow an extreme amount of resources like this for a minimal reward that won't help me much.
Could I? Maybe. But if I was the type of player that would, then I wouldn't have gotten where I already am.

Since early October. I got a monthly card a few weeks ago so I now have three shuttles and dilithium saved so in another 2 weeks, I'll have the 4 th.
Yeah, that's about where I was this time last year. Give it time (I think it was around May that I started hitting the 1000s consistently), (and the 4th shuttle). I think once your crew is a bit deeper and you have the 4th shuttle Factions will be a lot easier. Though this next one is going to be a wild ride.
