Crusher wasn't the only doctor on the Enterprise - and the EMH would surely more likely to be activated by a non-doctor?
Even if nobody had switched the EMH on for actual medical duties - it's an emergency system, like a lifepod - they'd absolutely have had someone like Barclay (exactly like Barclay, since he helped design the thing) doing diagnostics, especially since it's a new ship and they'd want to test everything. Barclay probably gave him a PADD so he could help with his own self-checks, while Bev stood around and fumed.
Giving him something to hold would also help to verify tactile photonic density calibration.

Come to think of it, I've been meaning to bring up for awhile now that Lt Commander La Forge sports a mustache and goatee, but in the movie, he was clean shaven. Anyone else find that weird?

Oh that is exactly what happened - Barclay came in and switched the EMH on to calibrate him, Bev's in a mood because she's been dropping hints to Picard about how spacious her new quarters are and he just doesn't get it, she immediately annoys the EMH by asking Barclay if he could do the calibrations somewhere else, then just sulks, when they get to the tactile density bit Barclay asks her to hand the EMH something, he holds out his hand and says "Scalpel?" because he's a smartass, and she just glares at him and hands him a PADD because it's the closest object and therefore absolute minimum effort on her part.
I got nothing for Geordi's facial hair though. Maybe he used a follicle stimulator or something to quickly grow it while he was getting into his Earth 21st Century clothes because he's heard Deanna was wasted and wanted to try his luck, he got turned down because of course he did, and moped off and shaved it off before getting to work on the rocket.
I think @Kaitee should write the Event storylines for DB in the future, because her versions of what happens to these people is always more entertaining. 🖖🏻

Furthermore to this, Dr. Crusher indicates she "swore she'd never use one of these" implying this was his first activation. Given the fact he was used as a doorstop and the borg said what's up shortly after, there's no situation he'd be in this stance with the PADD. Definitely NOT from First Contact

In Picard's ready room, Riker reveals that the Enterprise-E had been in space for "nearly a year" by the time of First Contact. Plenty of time for an EMH activation where he picks up a PADD.
Fair enough, except it was LaForge that stated they had been in space for nearly a year, and it was in the conference room, not the ready room. I basically have that movie memorized
Does it really matter if he holding a PADD or something else? They pulled him from First Contact and fixed him up a bit. He is the EMH from that movie and he will be bonus crew whenever they want. Continuity errors happen in movies all the time, why not in a video game.
