Is there a reason Prince Bashir has been released to some players but not others?

Anyone got him? I have him in mail on one account but not the other, and many in my fleet haven't recieved him either?

Shan, can you answer some questions on this? It sounds like you get a free 1/5 Bashir and monthly card for having played GOTA, plus some other tiered goodies based on that game's VIP. Is that available for purchase or free? Since you're limiting linking one account only, I'm trying to figure out which to link.

It's the other rewards that are GOTA dependent.

Not many Command primary crew with a secondary or tertiary Medical skill. Could be useful in Voyages, depending on stats.
