Indeed, it can happen. Not all services go through the same internet routes, it will affect some services more than others.
It appears that a long haul fiber cut is creating worldwide issues and this impacts the access to our game from some of you.
I agree it can happen but any reliable service provider would have alternative routing paths hat could be used. If a single link goes down it would use an alternative route to bypass the failed link.
The modern internet is too large and important to have a single point of failure.
In London; my speed within reasonable limits of that advertised (38 Mbps) ... "Hailing Starfleet" at each keypress ... it is slightly speeding up now ...

So it’s still DBs responsibility, as they could choose a commercial internet provider that has backup links. Or, have a backup provider in case CenturyLink fails.

I would agree. If you core business relies on the internet you should ensure there is redundancy in your internet service provision.
If it is the equivalent of "some dude in a van" you have to take the hit when the bit of wet string he uses to pass data breaks.

So if I am reading this ok, one of Level 3 cables from CenturyLink in New Orleans is down and that is causing all kind of issues for lots of regions and companies which uses something in that region. This also affect interconnection with some parts of Europe and Australia towards New Orleans. Downdetector shows that even some other ISPs also have problems in that same region.
This kind of problem is NOT DB reponsibility or fault. Even if DB have SLA agreement with their provider.
BUT, what IS DB reponsibility is the fact that certain percentage of players is at huge disadvantage comparing to players which were not affected. After some analysis of how big disadvantage was (and it was big for some of us), that could resolved later by some means.
