I just finished leveling him and the “max” proficiency does eventually become larger than the minimum proficiency somewhere past level 50...I just found it funny that he would start off with the minimum roll higher than the max roll, and wondered how it would look when trotting him out on an away mission at that level.

I could kind of see it both ways, so glad they fixed it that way. If anyone but Blood Oath Jadzia Dax, who is the Godfather of three Klingon Families, puts on Klingon uniform, they get Klingon Trait.
But, if they had not changed it under the argument that it is not really Data, I could see that, too.

I guess I'm not seeing it. Amanda is fine. Quite solid. A typical 5* in mid-2019. But her 1/5 base stats are a bit weaker than some recent ones, and her rolls are somewhat below average, so her only real use after this mega will be voyages. Until someone posts the obligatory "she's the ## best voyager in the game" stat, I'm not overwhelmed by her potential there either.
Don't mis-understand. She's very nice, and a nice gift for fans of the character/actress. I just think the love is - maybe - a bit overdone. I'm happy to be convinced that I'm wrong.

She's a good not great crew. Her skill combo means that she can find a spot on voyages quite often for the vast majority of players, and she can contribute toward shuttles from time to time. For newer players, she'll also help in the arena
On the flip side, she's useless in gauntlet, will rarely get events, her skill set is not as rare as it used to be, and her voyage numbers are nothing special.

I'm using only one 5* in this skirmish. After some testing rounds I figured, that this lineup with three 4* on the bridge is the best for this skirmish. I'm pretty surprised, normally I have at least three 5* on the bridge...
I'm having incredible luck with chrons dropping. With so many tickets stashed away, and some really great clear times running the skirmishes, I think I'm in a good position to clamor into the top 1500.
Except I'm camping Sat-Tues and won't have cell reception. Jazz Riker, cue the sad trombone.
I certainly don't regret the trip, but it still smarts a bit. Hopefully I get high enough tonight that I still manage my last star on Dolim.
