Man, as much as I am happy they've at least taken 6 months off of introducing new starships, this story would have been perfect to intro the TOS Romulan Bird of Prey.

I get why Chapel doesn't recognize "Altor". She didn't go in the away team to the asylum on Elba II. Plus, this version of Chapel is from Season 1, and the Enterprise didn't encounter Garth until Season 3.
But Seeking Spock should recognize him immediately. Not recognizing Garth is almost like not recognizing Khan.

Fifth, after Borg Queen, T'Kuvma, Mirror Picard and Timekeeper. 16 Megas total. We've had three Sec-primary, three Med-primary, three Eng-primary, one Sci-primary and... errr... Minuet.
To accentuate the positive, Garth is the first with Com/Sec/Dip (in that order), and he has a decent clutch of traits.
But basically, he's almost identical to the Rura Penthe Commandant. Same skills + order, similar skill numbers, five (!) more Voyage points, same ship skill, similar total ship passive numbers.
That's not bad, though. My 5/5 Commandant still regularly makes voyages, and Garth's tiny, tiny increase in ship passives would be enough to have him permanently replace my Commandant for ship battles - although this wouldn't automatically be the case for everyone, as the Commandant still has the higher Attack bonus (albeit with an Evasion penalty).

I have two comments to add here, one about the general discussion about the recurring mega idea, and one about the event itself.
1. Regarding Garth and the general idea of mega character niches, IMO (and I mean this, my opinion) every mega event character I've encountered (I joined late so I do not have them all) seem designed to both be useful in their mega, but then fill one long-term role for players. Ru'afo gave people a really high base Engineering skill to help clear a couple of mission nodes, Janeway helped people get a strong Sec/Eng voyager (pun intended), and Minuet helped give people the courage to shove a 5* in the freezer; Garth's niche post-mega seems to be giving people a viable arena performer, and I am interested to see how that goes, and I also think it was a smart move by DB to address that hole in many players' teams.
2. Regarding the event itself, is the final fight with the Romulan D'deridex Warbird bugged? I've lost track of the amount of times I've seemingly had my instant damage abilities rebounded back at me, almost killing me and in five instances ACTUALLY killing me. If I sit there and do nothing indefinitely I am perfectly safe but the second I activate either Garth's instant damage ability, RPC's instant damage ability, or the Krayton's instant damage ability, it seems to rebound and hit me after it hits the Warbird. I finish most of these battles with barely any hull left, and a handful of times with zero hull left, has anybody else noticed this?

Christine needs a handful of Brain Circuitry Patterns for her Legendary Level 96 Gear. Less than a 100. I think.......
