At this moment I don't know what I want to do with Star Trek Timelines, the switch from DB to TP is certainly not going smoothly.

There have not always been a chorniton sale during a hybrid event
As far as I know there always has been, it has been a way for me to play with. Using part of the offers for the event and part for "regular" things. I am here now for about two and a half years and can't recollect that it hasn't happened.
It's one way to find out how popular the offer is. Skip it for an event and count the squeaky wheels.
Well, if you're getting the cash for the offer it is even easier to see how popular it is?
That will tell you how many people will use it. Yes. But are they just doing it to be competitive with others that use it? Taking it away tells you how many people can live without it, how many people depend on it.

Her base skills are very low. And I believe that the AND builds always have lower percentages too, because you'd have to use a crew which is very good for both skills to get a higher percentage (and that's often impossible)

From TP's perspective, they don't care why people use it. As long as they buy it TP gets their money.
What TP does care about is how many people are buying this vs another offer. So skipping the offer lets the see if other offers sell more as a result. How the hauled away as garbage diplomat offer fits in is a different story.
Personally I have more chrons than I will ever need. I value chrons at close to 0 at this point. I would never buy a chron offer.

Duffer Doctor is decent, don’t get me wrong...I just expected more out of her as event crew. I trust Emperor Borg Drone’s assessment of the math involved, just voicing my disappointment at this point. Faith will remain unfrozen as part of my Gauntlet team, but she’ll be that kid who never quite lived up to my expectations. I thought she could’ve been somebody, could have been a contender...

Although I still have plenty of empty slots at this early stage, I'm scoring enough duplicate crew here to fully upgrade and still have some leftover. Is dismissing them for honor always the way to go, or should I start to upgrade second copies of the same characters? I imagine this wouldn't be a smart investment in the long run, but since my crew is still growing it seems wasteful to just throw away super-rares. Thoughts...?

I have kept a few very strong purple crew duplicates, but only after a long time playing. After you have been playing for a while, you will find that duplicate purple crew are very rarely needed. I have 2 duplicate gold crew from campaigns that are very good to have. I, personally, recommend keeping a single copy of anyone since eventually you can freeze them. But as a general rule, I don't recommend duplicate crew unless you have lots if space and an excess of resources. Crew accumulates very quickly. Save your resources.

What specific crew are we talking about? Green 2* crew?
My advise would be to:
- ignore grey 1* crew completely
- level up one or two fully fused 2* and 3* crew at a time to finish the cadet missions, check the cadet info in this thread for links to the lil' book of advice etc.: https://forum.disruptorbeam.com/stt/discussion/15799/guides-and-tips-resources-and-help-for-players-updated-04-04-2020
- concentrate about getting the recurring mega legendary in the next 4 events, hopefully leveling him up asap. In the end you'll have a legendary at 4/5 which will probably have a very big impact on your roster
- now purples. As a new player you have to level up some even if they are not FF. There are a few chosen ones who should be kept no matter what (Ardra for skirmish/arena, Mirror Phlox for Gauntlet) but I would check the big book of behold also linked in the thread above or check into the discord also linked there and ask if a specific unfused purple is worth leveling up. The sooner you are able to only level up FF purples the better. Keep an eye on galaxy / mixed galaxy events because these reward you with a extra copy of the ranked purple so you can have a FF one if you manage to get 130k VP which is probably hard in the beginning.
When leveling up crew, concentrate. One or two at a time all the way to lvl 100, do not try to level up 20 at once.

It really depends on the crew - I wouldn’t keep two copies of Nurse Garland, for example, but there are definitely some 4* duplicate crew that are worth the effort to equip if you can get them fully fused because they are strong in their own right and/or are useful for events. Robin Hood is usually the prime example, as his immortal stats are slightly better than a 2/5* Rescue Team Uhura (who is no slouch in her own right), but Mintakan Troi, some Kirk variants, Mirror Jadzia Dax, and others come to mind as well.
At the same time, you’re going to be somewhat limited in the components you can obtain for building equipment, in your access to trainers, and with regards to your prospects for fusing any legendary crew you are lucky enough to obtain for the time being. You don’t want to handicap yourself too much by not harvesting honor from crew you can’t make use of...honor can’t directly buy you access to the missions that drop 3*/4* components but it can help improve existing crew to the point where you can reach those missions.
If you haven’t already, definitely check out the guides in the Ready Room and don’t hesitate to ask any questions you can’t otherwise find answers for.

I don't mind megas with weird themes but at least the new crew should be featured during all four weeks I agree. They should have done Picard cards + cyberneticists, I don't get the urge to offload so many more obscure 5 seconds scenes Discovery crew when there's a wealth of new and interesting things to play with.

Keep any purples until u have more crew. Keep them all until you have better. Keep the extra Nurse Garlands. Duplicate purples and even blues are very good for someone starting out until you have more crew. Next four weeks be sure to get to the legendary Soji in the ranked rewards you can get then at the end of the month you will have a great 4/5 gold which will help you immensely. Also, next week is a galaxy event like the last two days of this current event but for four days. So you will need to save your chronitons as much as you can this week so you can get to 25,000 points and claim Soji legendary.

My advice at an early stage is...
1,2 and 3 stars do not hold dups - immortalise and freeze them as soon as you can and forget them.
For 4*, you shouldn't hold any duplicate 4* crew unless you have it fully fuzed so that you can freeze it immediately. Like the other replies have said, the duplicates add up very quickly.
For 4* dups, you are only collecting them for future use in faction events (dups are meaningless in Galaxy and Skirmishes. Expedition events don't happen enough to warrant keeping dups for)
So I use a couple rule of thumbs when considering dups
1) Are they bridge crew - More likelihood of future event bonuses
2) Do their top 2 stats add up to >1000 for faction shuttles [Primary stat + (Secondary stat / 4)]
If yes to both then probably worth considering a dup only if
1) You can get it FF (to freeze until the next event they are needed) and
2) You have enough resources to level them up comfortably
In this event, I actually built a dup Rom as he's a 'bridge' crew and his ENG primary is 981 and SEC secondary is 626 for me (with my bonuses) - which gives him a shuttle score of 1137. When applied with an event mini bonus (2x), he goes up to 2294 which is decent.

I wanted to add one thing to the advice others already gave you, but take it with a grain of salt, because when I was in the first weeks and months of playing STT, the game was very different and I was an ftp player back then, so this might not apply to your situation.
I generally never kept dupes of 4* in the beginning, because I had no crew slots for it (it also wasn't that easy to run into a dupe for me back then). But my crew was fairly weak, so for some skills I was still using 3* or 1/4* on daily missions and events. If that's the case for you too, I would consider keeping a dupe with a strong skill base, if that's a skill that you have no better options for. That is, if you have the crew slots and some resources to waste on them (you might airlock them at some point, if you can't immortalize them and need the slots).
So I definitely wouldn't keep a dupe of Garland, but a dupe of Rom could make sense, if you have no decent ENG crew at the moment. As long as you have crew slots, you can also just keep him at lv1 and wait. That's what I'm doing right now, but I have more chrons and crew slots than I need after more than three years of playing and I know that I can turn the dupes into honor whenever I want. If you need honor now to add a star on someone or if you're low on chrons, I would probably just airlock Rom too.
