Um, why did you just keep pulling pack after pack after pack after pack? and why would DB retroactively compensate? I spent 6,000 dilithium one time chasing Conflicted Sisko and wound up with nothing of value... The entire mechanism in this game for acquiring crew with in-game currency is "buyer beware".

You should be able to merge your 1/5-FE Mobile Doc with a 4/4-Lv1 Seven, to create the new 1/5 Cheesecake card.

1/5 isn't immortalized. Only 5/5 with all the equipment and lvl100 would be immortal.
You can fuse your 1/5 FE mobile doc with a 4/4 idignant Seven, and you would get a 1/5 lvl100 Indulgent Seven

Optimistically I continued, thinking that the 4* would inevitably drop. Then it got to the tenth pull and I decided to call it quits. Then I thought that i probably shouldn’t have tried more than twice. I suppose that’s how the game gets you. Either way, I feel wronged, that’s not your problem. And I acknowledge your calloused reply, since that’s happened to you before you could either empathize or criticize. Didn’t you care that you lost 6000 dil chasing a Sisko you never acquired? And didn’t you feel kinda aggrieved by that?

If the fuse at least kept your legendary stars (IE: Fuse to 2/5 not 1/5) I might've tried, but with a 3/5 Mobile Doc, I'd lose two stars?

Sometimes you get unlucky, but that's no reason to cry foul. We all know how the packs in this game work.

I didn't feel aggrieved because pulling packs are probability-based exercises, meaning it's akin to betting on a particular number for a roulette wheel at a casino. Tuesday Special Packs offer the absolute worst possible odds of getting crew you want because there are three 5* and three 4* crew. And since the published percentages for normal portal and event packs are 90% likelihood of getting a 4* and a 10% likelihood of getting a 5*, it stands to reason that with Tuesday Special Packs featuring six different guaranteed crew, you have a 90% chance of getting one of the three 4* crew and only a 30% chance of getting the specific 4* crew you want; and a 10% chance of getting one of the 5* crew, and a 3.33% chance of getting a specific 5* from that group of 3.
Calloused is a bit much... This is a game that seeks to provide Star Trek and gaming fans with a enjoyable experience which can be, to varying degrees, monetized and a tidy profit turned. In order to accomplish this, Disruptor Beam and Turning Point likely are hoping to regularly create circumstances that will cause players to over-extend or chase something that has a very low likelihood of happening (e.g. what happened in your case). It might sound a little seedy when phrased like that, but it's not DB's job to compensate players for chasing after a particular crew in a pack with very low reward percentages. That is precisely what "Buyer Beware" means... The reward percentages are provided and players can judge just how much dilithium they're willing to use in pursuit.
I approach this game with a long-term focus... I try not to chase crew and, if I do, I set a hard limit on the number of pulls I'm willing to go after them with. I rigidly avoid Tuesday packs now, reasoning that, eventually, those Tuesday special crew will eventually hit the regular portal and then I might see them drop from the normal Premium portal pack or in a voyage.
Looking at this from the perspective of a one star Legendary, Indulgent Seven is pretty terrible:
FE 1/5 level 100 ENG 209 (176-357), SCI 538 (151-300), MED 921 (157-329)
Those stats are lower, both base and proficiency, than the 1 star Super Rare Indigent Seven:
FE 1/4 level 100 ENG 429 (205-418), SCI 617 (126-322)
Getting the Med primary doesn't really feel like it even things out, because there's nothing special there with the base or proficiencies. Combining with the difficulties of getting even one Mobile Doctor card and the fact that it'll probably be a year before Indigent Seven gets into the portal (I'm assuming the cutoff of what will be included, when they update the portal in August, will be July 1), I'm not thrilled with any of this.
