Looking at this from the perspective of a one star Legendary, Indulgent Seven is pretty terrible:
FE 1/5 level 100 ENG 209 (176-357), SCI 538 (151-300), MED 921 (157-329)
Those stats are lower, both base and proficiency, than the 1 star Super Rare Indigent Seven:
FE 1/4 level 100 ENG 429 (205-418), SCI 617 (126-322)
Getting the Med primary doesn't really feel like it even things out, because there's nothing special there with the base or proficiencies. Combining with the difficulties of getting even one Mobile Doctor card and the fact that it'll probably be a year before Indigent Seven gets into the portal (I'm assuming the cutoff of what will be included, when they update the portal in August, will be July 1), I'm not thrilled with any of this.
I'm not sure why you think Indulgent Seven is awful.

That is really the only logical course of action, imo. It keeps your dilithium stash safe and even serves as your own tiny protest against DB's lopsided, ridiculous crew release actions... Best of luck...
Well I got her on my second pull. The question is, do I try for more or wait to use citations? I have a 1/5 FE Mobile Doc I could use. It would be disappointing to lose that card, but I can’t deny Cheesecake Seven is a really good card. Looks like she’s the 3rd highest base MED in the game.

As 1/5 she has the 6th highest MED Base(for 1* Legendary) with 921. Not too shabby imho, but i agree, considering what it takes to get her, it should be higher.
Ugh, I should have looked that up before saying anything. Guess I'm so use to seeing FF cards, that I think all 1/5 legendaries have a 900 primary base as a minimum. Thanks for pointing that out.

Had my mobile doctor at 2/5 FE
1 Seven from pack + 3 purple citations = Seven 4/4 level 1
Fuse her with Mobile doc = Cheezecake FE 1/5
Add 4 gold citations =

And that’s not normal. I see people like to mention about a large number of attempts, that it will eventually equalize, but they seem to forget another thing connected to a large number of attempts, very important thing - that distribution should be even. You can roll a dice 10 times and not get 6, that’s normal. You can roll 20 times and not get 6 - that’s still quite normal. But you can’t roll a dice 100 times and not get 6 and think “ok, now you’ll get 20 6s in a row”. It’s still 1/6 probability, but distribution is not even.

She's actually a damned good card: #19 for overall Voyages, #4 for SCI/MED Voyages & #3 for ENG/MED Voyages. #2 for SCI/MED shuttles, #4 for ENG/MED shuttles. She excels everywhere but Gauntlet and Skirmish.
But man that's a lot of honor. Especially with requiring another 5*.
Also, all the other seven cards are gauntlet crew so this is by far the best event seven card.

I once bought four Elusive Treasures, two for the $50 price and then spent 13k dilithium for the other two, and only got two 5* crew (Lt. Cmdr. Geordi and Sheriff Q, iirc) from those 40 guaranteed 4* or 5* pulls... SO that was a kick in the crotch...
Then there's the time I saved up enough money to buy the $99 event pack for Captain Killy only for the loot never to get to my account, despite paying the money, until 2.5 days in to the event... Was eventually told that there was hitch/error in the game that was causing conflict between the Apple in-app purchases and the game engine!
Moral of those stories: Regret is the only commodity you can expect to get every single time when playing this game!

I wasn't going to bother with this but I went for the 10 for 10 offer and got a mobile doc so I decided the universe was telling me something. Went for the Indignant Sevens and got got 3 from 5 pulls, added a cite using honor and now have Indulgent Seven FE1/5. Goodness knows when I will get her to FEFF.
Indulgent Seven can be obtained by fusing our newly released Indignant Seven with Mobile Doctor, as depicted in Star Trek:Voyager episode “Body and Soul."

Well it’s probably easier to level the 4/4 seven if the doc is still level 1, but if he has already been leveled no reason not to use him.
