Although it’s an admittedly flimsy justification: if there’s a big reliance on ENG/MED seats in the Faction event in two weeks, I think even a 1/5* Nanoprobe Phlox is going to blow away the competition for ENG/MED seats. Imprinted Archer is the only other crew to come close to matching his event power that week and Rianna Mayweather is the only other bonus crew I can think of at all that has both of those skills.
Would you really want to spend 100,000 honor and four citations for the express purpose of improving your ability to fill seats that are almost guaranteed to never show up? It’s not like I’ve been hurting for solid ENG/MED voyages (I still have more of those that have reached 10 hours than any other skill combo), I just couldn’t help myself. I’ve saved one citation for use on the Mysterious Stranger when he drops next week (unless he’s terrible), that’s about the extent of my thinking ahead during this sale.
I am sitting on 37 citations but I will not use them before the honor week is over. Yesterday already saved me the cite for Durango.

I've pulled about 40 million credits' worth of basic pulls for the honor. It and about 50K merits have given me enough honor for the 10K honor pull each day beyond the leftover I had after I did as many 40K pulls as I could. Anyway, 40 million credits also gave me 2 begolds. I posted the first after mentioning that it takes about 12 million credits for 10K honor. Here is the second one.

My 2/5* Dancing Uhura really only saw the light of day during the TOS mega (if at all) and KB Jadzia is an occasionally gauntleteer at best until 5/5*; immortalizing and freezing Shinzon to open up another slot means an extra bonus crew for faction events, space to hold onto Lizard Janeway components, a new ranked reward legendary, or any of a number of other things.

Getting Yar to 5/5 for skirmishing has been a goal, but Falcon would let me immortalize him. Had to work through this one for a while.
Ultimately went with Falcon because it got me a crew slot back, as he was able to replace Thrax on my depth chart, allowing me to send Thrax to the freezer (he didn't mind BTW, he even waved goodbye!). Plus Falcon was useful for the Our Man Bashir collection.
