You’re not missing much - I think my 2/5* Judge Q hasn’t even been helpful as a bonus crew in Q events and my formerly 3/5* Picard only got very limited use in some Picard events.
1. No, CD Quark was not a giveaway, he was "free" during the first run from the community rewards.
He was not added to the portal pool until about a year and a half ago actually, so many players have never been able to get additional stars outside of Elusive Treasures or Citations.
Mariachi Q was a giveaway.
2. Both Dixon and Klingon Quark have been event crew within the past 12 months ... Quark for For Charity in late 2019 and Dixon for Mistress in the Mirror this past October AND the Big Sting 3 in November.
Granted, both crew are horrid to level and have almost no return in stats for the levelling cost ... so often see the airlock even for players who don't have them immortalised.
3. As far as 5* Q Continuum crew being considered for stats (as a 1/5):
- Amanda Rogers - no - use Picard & 1 or Q as "God" or Data Q.
- Colonel Q - no - take Robin Hood or Puglist Q.
- Q2 - no - Klingon Quark or Martian Quark (obtainable through a recent event) or Tourist Quark or event Dixon or Picard & #1.
- Quinn (as 2/5) - maybe - if you have absolutely no Picard/Quark or JdL Q variants at all.
- Belle Q - no - see Q2.
Special mention any 4*s ... Q Junior, Riker Q, Miss Q - no, see options above. I believe Data Q is a JdL variant.
I've not mentioned Mirror Picard as an option because he's an older 5* that maybe not everyone has.

Did you ever get Martian Quark from a previous rerun? He might be helpful.
I think CD Quark was in a behold give away. As memory serves Dixon has been in two events in the last year and a half, and none of the others. Klingon Quark may have been. As suggested, most of the Golds are not top behold picks. I can field only Klingon Quark and Dixon. Most of these cards are weighted toward prof so I am expecting generally lower build bonus percentage.
As previously noted, Qod and Pupcard should be able to cover most skills reasonably if you weren't lucky enough to pick up any of the other 5 cards from the portal in the last year. None of the Q will likely get you much above 55% but if you don't snag COP this weekend you will have a COM gap that a couple Q might do at least a bit for. I'm actually thinking Herbert Rossov is a better sub but it depends on the traits for the build. Miss Q might help as well. But it will probably not change very much regardless. A few build more successes are unlikely to impact the end game. But they may save a handful of items or chrons if you intend to threshold and out.
@Legate Damar Unfortunately, Quark is on the short list of major characters that I don't have any of the 5* variants. And I mean SHORT, as in Scotty, Pulaski, Quark, and Shran, plus a few from Disco, like Owo and Booker, where the options are sparse. I managed to pick up a 5* of Sulu, Ezri, Neelix, Kes, Detmer, and Georgiou, in the last couple weeks to shorten the list by a lot, but still no Quark. (Mom bought me portals as my advent present this year and they were very good to me.)

*Tourist is FE 1/4* and has been since June.
*Wedding is lvl 90 3/4* and could be FE in a day if I decide to do it.

And I was however confusing Picard and Quark in the First Contact BeGold (Cochrane, Lily, and COP Picard). I knew one of them was in it, I just guessed incorrectly. I had picked Lily.

Stranded Quark is hands-down one of the most valuable crew in the game - I highly recommend him to anyone who doesn’t yet have him immortalized.
And Pupcard is no slouch either, with an excellent SCI base and solid voyage performance.
Both Stranded Quark and Picard and Number One are excellent crew. If you don't have them yet (especially Quark) and you have the money to spare, go for them!

Can't say I'll bother thawing them though, should have enough legendary variants to run with IF I can be bothered with this event at all. I do so loathe Galaxy events. Actually I loathe all events. Can you come up with ANYTHING new, TP? Or shall I just go back into retirement in 2021?
