Current structure.
1 billion = 1 10x Portal, 2 straight drop 4*.
If work to get Quark three weeks ago would have been 300mil, why would anyone show up to work four times harder? Last week 1 billion was worth 10x and two 4*. This week it's worth a couple 1x and a single 4*.
How does this make sense?
I shudder the think how difficult it will be for newer players to compete when community rewards are that demanding. More players will choose to sit out and make a single build in order to save resources. Newer players will likely do similar. If this becomes the new normal, new players will loose access to the existing 4* in the rank rewards. Not because of competition for the rank reward, but because of the effort to reach the community goal.
I'm not talking against anything. Engaging older players with bigger challenges makes a certain sense. But it's also likely to create a huge gap where active older players have a higher demand on them and newer players become less active. I don't think this reward structure will have the desired effect. As an occasional maybe, but if it's a sign of a new normal, it's going to divide more than it unites. I think more older players will go casual to avoid the time and resource cost.
This is a game right? So why does it seem like it's becoming a job you pay to do?
Regarding the question whether the missed community rewards will be awarded after the facts, I do not know yet. Once I have more information, I will let you know. It is unlikely that I will know today.
I am all for stretch-goals, whether for individual players, squads, fleets, or the entire community. What made this event's community thresholds so ridiculous is that the rewards were worse than regular galaxy events (ie: premium 10-pack) despite the targets being significantly higher (completely unrealistic).
If the requirements are going to be extreme, the rewards have to be equally improved. These rewards weren't even as good as the established rewards, especially when you consider the age/skill of the crew featured in this particular event.

This is exactly it. I am not trying harder and wasting all my hard earned resources just for the sake of it. I put in the same effort, went beyond thresholds and got less than normal out of it. I was one of the first to comment in this thread about how excited I was for the event. I am very disappointed and annoyed.
Let's move on, please announce something to get excited about on Wednesday and please don't let it be as backhanded as this event was.

That’s great news! We look forward to hearing from you!!
I'm a veteran captain of 4+ years, and as such flashbacks and reruns are usually good for FF:ing a crew from the previous run. I would have loved to double my 1/5 CD Quark, while I already had all other crew available from thresholds and ranks reachable by me (nowadays rarely top 5K) as FF/FE. Alas, even that lone reward of any interest for me was way beyond reach. That pretty much did it for me.
Welcome to my birthday party! It will be the same as last year's birthday party, except shorter, located farther away, with the same cake as last time, only less of it. There will be a pinata, but it's located 15 feet above the ground, with only a 3-foot pole to hit it. Oh, and you will each have to bring me four presents instead of one.
I think there may be a few points of consideration being missed here.
Yes, the top goal amount of 10B VP was wildly overestimated. Having said that, I can understand why the community thresholds were increased. These are a few of the reasons why.
1) Deeper crew rosters - when the event was first run, people had much less powerful, and much less varied crew to choose to use for this event.
Some people, like myself, had all three Purple event crew immortalised, as well as several stars on the Gold event crew. Even those who did not still had more relevant crew than the first run (either FE, FF, or partially done event crew or other powerful event variants and non-variant crew).
2) As as a direct result of #1, people had the ability to get more chronitons through voyages. In fact, and please correct me if I'm wrong, voyages weren't even an available option in the initial run. So there is a much greater ability than ever before to accumulate, and even horde chronitons needed to get required components for crafting.
3) The ability to pre-farm components is now an option due to current strategies and resources that allow players to know what items they will need in bulk. Another advantage.
4) A much larger, more educated and more dedicated player base than the initial run. Not only are players' rosters more developed, so are the strategies and information needed to compete and succeed in galaxy events.
All of these contribute to the expectation of higher total VP, and the requirement to increase the community thresholds amounts to match.
Did TP overestimate the numbers? Without question. Did some players already having a lot of the rewards already removed the incentives for some people to play hard? Again, no doubt there too. Did some of these factors cause some people to phone it in for this event? It sure seems that way.
This all shows it isn't as black and white as some people are implying in this, and other related threads. There are a lot of points of consideration to take into account. There are many shades of grey (ugh, terrible episode 😂) to think about that affected the results.
I hope going forward that people see all sides of the issue, both good and bad. I also hope that TPWRG are learning from this experience as well. It seems a lot of assumptions were made on both sides going into this event. None of which made for a smooth experience.
We all make mistakes and learn from them. Such is life 🤷♂️🖖
I think the players who would most benefit from the rewards were the ones who could contribute the least while those who didn't need the rewards didn't have the desire. I got a personal best for a galaxy event. I hit just over 900K.
For all the above (valid) points about the weaknesses of this event, there did seem to be a push at the end to be in the top 1500. I had to stop crafting at about 10 minutes left, and then dropped about 100 spots. (Still barely made it.) I guess the 5* K'Ehleyr was a big enough draw for some people (like me) to put effort in to rank.

Hey, where's everybody going...?
While I do not find missing the goal troublesome I want to give kudos to this hilarious post!
