According to Shan in the event thread for A Bed of Mushrooms, Tribble Quark will be in the recap packs. I'm curious to see who finds this favorable and who doesn't.

I get recap packs for the legendaries who I don't finish during the mega event. If Tribble Quark is in these recap packs and I get him instead of one of the other legendaries, it will be a HUGE point of frustration. Instead of adding to a new legendary, I'll get a completed one. I have no use for a duplicate since I already have Stranded Quark.
I really, really hope WRG will reconsider and take Quark out of recap packs. Alternative solutions could be making the legendaries a behold this time around. Or allowing us to put in a CS ticket to swap Quark for a different legendary.
I've placed in the top 100 three events in a row. I was really looking forward to recap packs to finish the legendaries. If Quark is in the packs, it will reduce my odds of finishing the others. It'll really take a lot of wind out of my sails.
Again, please reconsider this, WRG.
That being said, I might not ever again use a 5* citation on a mega recurring legendary, given this precedent.
I understand that statistically, the odds will change statistically by adding Quark and is detrimental to my chances of pulling what I want. However, in a practical sense, adding Quark doesn't make these recap packs any different for me than any other recap packs. I already go into recap packs hoping to dodge at least one 5* and that goes up to 2/5 once I pull the fifth star for the recurring 5*. This time will be different because I want stars for all the 5*'s. Adding Quark spoils the 100% want percentage, but that only leaves me where I'm used to being with recap packs.
That said, I think what would be spiffy would be if there were two recap packs; one featuring the previously existing crew, and the other featuring the new. I'd be all about that.
I'm not sure how this will influence my behaviour in future mega events when it comes to recap packs and cites, but I've never had the habit of investing lots of dilithium into these packs anyway (I don't think I've ever pulled more than 5 or 6 of them, usually less) so it doesn't make too much of a difference. If I really want a crew I will compete for them during the event. And it's probably better for my crew slots not to pull any more 1/5*.

That said, between this and RSK available directly in the ET promo within a few weeks of each other, we're definitely seeing a departure in how TP seems to value exclusivity in the game. I suspect it will change how I regard so called exclusives going forward - it's not hard to imagine that Locutus or the Caretaker may pop up in some sort of pack, or Kahless or Captain Tribble might become available as a threshold reward in a future event. I'm not necessarily opposed to this, but it does mean I have to reevalute how I use my resources.
I won't be buying packs, I will have all legendary tribble crew from the mega at 2/5 or better. It is not worth wasting dil to start a fourth copy of 1701 Jadzia.
As for why I voted yes to Quark in recap packs, I have him 4/5 and do not plan to use a citation or honor on him in the near future. If I happened to pick up the final star for him while pulling a bunch of these packs, which I intend to do, then it's a bonus.
I don't often get multiple of the same legendary when doing recap, and I usually open about 15 of them, but if I do happen to get a 6th star for him, well then thst would be a better pull than getting one of the existing super rares I have FF, so 550 honor is better than 200.
But my opinion is biased because I need him. I think because the theme carried from one mega to the other, I would be okay if this became a pattern. However, except for the one issue I have about the whole thing, which I won't get into here.

Tribble Quark fell into one of those categories during the last mega, and I did get his 5th star from the pack.
However, Tribble Quark does not fall into any of these categories this time, and just dilutes the chances of me getting a gold I want, breaking a pattern that has been in place for a very, very long time.
Having said that, I would much rather have him in the pack and no portal-purples in the pack, but I don't see that happening.
At the moment I'm leaning towards just skipping the recap packs and use campaign cites on the non-galaxy new event purples.
Resources are exactly the point. Recap packs used to be my #1 way to spend dilithium. Honestly, it was the only reason I would occasionally buy dilithium. Sour that and I suddenly have no reason to buy dilithium. Maybe the monthly card for crew retrieval. Now... I guess I can sit on my dilithium and hope next recaps are better. That's two months of no need to spend more than $8 on dilithium.
Locutus has shown up several times in Borg-themed packs I believe.

Ditto. And you kind of reminded me that I also want the Negh'var and Warship Voyager schematics in the recap packs. I think I've only gotten 3 Negh'var drops since the update.
But you are right about the event recaps being one of the better values in the game.

I honestly thought about that, except leaving out Yes. I'm fairly upset about this issue. But my insistence on fair polls won out. I even listed Yes first so no one could say that I tried to give my preferred outcome an advantage.
