I don't really get the clamour for sci-eng-med. We don't have much eng-med in the game, i'd like to see more of that first. Sci-med and sci-eng are not underrepresented, eng-med is.
Anyway, if he's to get 3 skills, I think they should be eng-sci-dip. He was also a great writer and orator, as well as a renowned humanist. He was much admired in political circles, particularly by the king of France. And it would ignore his role as an advisor to Captain Janeway, in the context of Star Trek

Depends on your crew. Even with a 2x bonus, most 2* and less won't make it onto my shuttles. Even 3* need to be stronger to be included. So I'm not bothering with a 1* chapel. But if your MED is weaker then maybe she's worth it. Compare her MED * 2 to your MED crew and see where she ranks.
Ensign Chapel has 214 base MED before Starbase bonus. So that's 428 with event bonus, plus any boost will be doubled. If you have really weak MED crew she might make the cut with a 4* or better boost.

I just hope that this amazing character doesn't turn out to be another generic ENG/SCI crew. Leonardo was a genius and his stature in STT must absolutely reflect that.
That true though? Remember that this is a holographic representation of Leo, not the real thing. Can that be as "genius" as if the real Leonardo were actually time shifted forward? And how good an engineer can he be when he's limited to knowledge that's centuries old? Give him a couple of years in Starfleet academy and sure he'd be up to snuff, but the guy currently knows how to build hang gliders out of wood.
Absolutely true, let's make him a 1* - we need more of them to immortalize easily :P
But on a more serious note, my prediction is that he will either be ENG/SCI/DIP (ergo, anti-Jadzia) or ENG/SCI/SEC. He did adapt relatively quickly to the new technology (while wearing the mobile emiter in Concerning Flight), made a great map of the city, compound, landscape, fought and shot a phaser and so on... Both would make sense.
Sadly, I do not see how some MED could be added in for good measure.

so Kathryn Janeway (**) in a CMD AND SCI shuttle would be worth:
(331+.25*271 + 250) * 2 = 1298 points
same as a non event crew with a CMD stat of 1048:
(1048+250) = 1298
or ensign chapel in a boosted med node is worth:
(214+250)*2 = 928
same as a non boosted event crew with 678 med:
(678+250) = 928
They key is to put event crew into boosted nodes so that they get the double on the boost as well.

I really think the hologram version (who is Janeway's moral support in a few episodes) is more MED than DIP, in addition to his medical knowledge. But I think either ENG/SCI/MED, ENG/SCI/DIP or ENG/SCI/SEC would do him justice. ENG + SCI are definitely the first 2, in that order.

Look at Seven's fingers and hair, then Chapel's fingers and hair. The difference in depth, details and coloration.

I completely agree, and I'm just as disappointed in the quick-and-dirty artwork that the newer crew seem to be getting. But I expect that this is our lot from now on, considering the recent layoffs and no doubt continued cost-cutting at the company, as it's surely less man-hours spent to do it this way than to have an artist take the time to do really stellar and detailed work.
Sadly, I don't know that a lot of other players notice these differences. To me, however, it means slightly diminished enjoyment from the game, since the heart of STT is collecting cards of characters that we enjoy, and there is unfortunately not as much for me to enjoy with this less-detailed style of artwork.
