I was dealing with the same thing on Easy vs Normal. We've all been piling on Normal to get Kemosite and build up to taking it down. (69% damage this last time), but Easy gets triggered a lot. We're all getting used to playing Normal now. I'm hoping for 75% damage this time and beating him within a week. Being able to mark one battle would be nice.
I also support the Boss rewards going to every player that contributes, even if they don't make personal thresholds. I've got EIGHT of my players that haven't made it yet, though there's 15 hours to go. I know three didn't make it last time, including one player that finished a chain for us.

The lower end of the lowest band should just be one (1) damage, across all difficulty levels. That way people who really didn't participate at all don't get anything, but people who focused on unlocking combos, or came in right at the end and finished it off, get some personal rewards and the fleet rewards.

Except if a small number of people open a battle then they won’t be able to finish it since you need a dedicated fleet effort. This explanation doesn’t make any sense. Either bosses are meant to be coordinated assaults that take the whole fleet working together or they aren’t.
WRG should decide: either lower thresholds and dmg tiers for rewards/eliminate timers OR give captains control about when to start events.

If the admiral/officers say the fleet should be working on X and someone else says, no I want to work on Y, then they shouldn't be in the same fleet. If that person wants to work on a different boss, they should ask the admiral. If the admiral says yes then problem solved the boss is unlocked. If the admiral still says no then it does no one any good for fleet members to be actively ignoring the admiral and targeting a different boss.

I reject this justification 100%, in every conceivable way.
One "side effect" they were promoting about this feature was fleet communications, so how about this as a solution to an Admiral who has a lower FB blocked? "Hey Boss, several of us need to run the Easy FB for (reasons)." If you are in a fleet with an Admiral that logs in, they will not ignore that and if you are in a fleet where the Admiral does not log in, well, we talked about that a few pages earlier.
In fleets that have 4, 5, or even 6 difficulties unlocked, this current free-for-all buffet style FB system is anarchy, and I would argue that defeats fleet unity, communication, dilutes the rewards (because people have a finite amount of Valor and if it is getting spread out scattershot over ALL the difficulties it reduces the odds that people actually defeat the FBs), and creates additional stress on fleet leaders who are already stressed about their lack of ability to control things like squadrons.
With regard to FBs either fleets are just random collections of people all doing their own thing without guidance or justification, or they are a collection of players all working together toward a common goal. Currently it is the former and it seems clear from both the developers own intentions and the responses over these 25 pages and counting of responses that we all want the latter.

Oh, so Ben is worried that some people IN A FLEET where they can get help and support might not be able to play a boss at a high level but apparently doesn't give 2 s**** about people NOT in a fleet. Why? I guess it's just **tsk tsk** it up and join a fleet or tough cookies for you. What a crock. It's about money, period.
More I think about this...if people are in fleet that won't let them attack an easy boss, they can leave. Fleets have level requirements; those requirements can be implemented by a button THEY (you TP/DB) put in! No requirement, level 10, 20 30 40 etc. It is no friggin' different, than this "hey Fleet of Foot is recruiting, and we only attack Brutal Boss, if you can't do that bugger off." WTF is wrong with that?
At least tell us the truth, don't try to make stuff up, your players are too smart and can see through it. "Oh we are worried someone in a fleet can't attack an easy boss", boohoo, but its ok that a person CAN'T JOIN A FLEET because they are not high enough level?!? What?.....sigh....
Sorry not done! I have now seen people recruiting in UC "can you do at least 3 mil in damage? Is your bridge lvl 4 or above?"...Seriously?? But we can't lock out the easy or normal boss? Fleets can reject people for level, or not enough damage, or hair color, or avi, or they just don't want them, but once in a fleet god forbid, they can't attack a normal level boss!! We need a congressional investigation! This can't happen!! Just what a....grrrr

Or at the very least, make it a toggle that each fleet can determine on their own, whether or not to allow the targeted boss to be locked. They could even go full starfleet self-destruct sequence and require at least 1 officer to agree with the admiral's decision to toggle on/off that control.
Fleets that want the ability to focus on a single target can, while fleets who appreciate the free-for-all can still enjoy that approach.
Taking it one step further, maybe the admiral/officers can even focus attacks on multiple targets as desired, to give lower level fleet members a second option?
Seen message this morning about rebalancing Magnesite, but nothing about alternatives to obtaining Kemosite! Also, keep getting problem of multiple valor taken for single attacks! Sometime 2 and even 3 taken for 1 attack. That needs sorting.

Add a lower threshold and give some minimum reward to everyone who participates in a battle, even if it's just a very small amount. With the slow refill of Valor, the long distance between thresholds and the RNG factor that will be increased by bonuses, people are already getting enough encouragement to spend dilithium for refills. No need to resort to the good old "spend to make the experience less awful" strategy.
Plus, this is supposed to be a fleet effort. If players skip recommended battles or ignore the entire feature because they can't get rewards, it goes against the supposed spirit of FBBs.
Has anyone else suddenly seen their damage go down? I was averaging about 3.8m-4.2m on brutal and then suddenly last night I'm getting 2-3m. I've now had 4 tickets all behave the same way so I don't think it's RNG. The only other change I can think of is my bridge went from 6 to 7. But that shouldn't have been reduced my damage.
So we waited a bit for the Nightmare FB timer to expire, I sent out another in game message updating everyone on the new timetable (I pushed back the plan several hours so that our international members had time to coordinate) and asked IN ALL CAPS that nobody attack the Nightmare FB until we were ready.

Several of us spent real USD dollars (Davie504 fans will get the reference) and moved around real life obligations to prepare for a planned fleet event/operation, and for a second straight day somebody ruined it all by starting our countdown 4 hours early. WE NEED THE ABILITY TO CONTROL WHAT FBS OUR FLEETS ARE ATTACKING!
I cannot even get upset at the people doing it because for all I know they thought they were starting a different difficulty but got confused when the order of the battles switched on them. I know I've fallen for that once myself, as have countless others based on the previous feedback in this thread. But motive is irrelevant, fleet leadership needs to matter when you call something a Fleet Boss, fleets fall apart without a chain of command and currently there is none because leadership has no authority to control which FB the fleet is fighting.
Do they realize how difficult it is to have a large fleet coordinate an attack, when they usually are not all in the same time zone. The problem here I believe is also the way things jump around. Usually the active battle gets put first. Many times with my 3 account fleet, I almost accidentally started a different difficulty. No big deal since they are all my accounts. But I would be very frustrated if I wasted valor on a difficulty I did not intend to battle on.
Something is needed. The easiest would be only one battle going on at a time. Harder would be to give more control to the leader to allow some other difficulties to be started if they so choose.
I would propose limiting the ability to start a FBB to anyone with Officer status. I could be wrong, but as far as I know there is no limit to how many Officers a fleet can have. This would allow Admirals the ability to control who can start, without introducing an on/off switch or new mechanisms.
Please can the game developers fix game chat, in a meaningful way, that allows us to share fleet strategy with all members. As it stands only the members using external social media have a clue about what is going on and the rest we can’t talk to. The game developers send us plenty of messages to a game inbox and it would be nice if somehow the squad leaders could do this too. One message per 24 hours would suffice. But give us something we can work with.
Maybe they could have the resources that are currently in the higher levels in the current boss/bridge be in the lower levels of future bridges. That could give different levels of players more opportunities to work on the bridges of their choice

Three traits don't occur at this level and two don't match with politician, one at any level.
I had a similar problem I thought I had smiley on my ship. But I remember having another crew who unlocked another combo (was the one with shield repair) and I had another crew with hull repair(this was the one that should have been Smiley) had to be Commander Scott. If I had not remembered the hull and shield , I would have been convinced that I had Smiley on my ship.
Smiley was the only one who had the traits to unlock it.
But then I realized it had to be Commander Scott who I had on the ship on my other account.
The amount of crew makes trait combos nearly impossible if they can be divided among multiple crew. My fleet is absolutely stuck on this one - we have several people trying to figure out a combination, but no luck
Combos are absolutely the weakest part of this feature, from the enormous merit cost to the sheer number of possible permutations, it just isn't viable in my opinion.
If you look at the traits, there are two Smugglers, both are dimmed, but only one was used. Your missing crew is a smuggler. I have run into this many times, very frustrating.

Yeah, i'd try cretak again, we've noticed that
A) sometimes the game can refresh if you add them in the combo screen and the crew never got on board the ship even if they thought it did
Some people don't realize you can't clear a node again. We've had people say crew didn't work when they already unlocked a node.

Try Acting Negus Brunt or Leader Pav, they are the only 2 other 2* or 3* Politicians
If you look at the traits, there are two Smugglers, both are dimmed, but only one was used. Your missing crew is a smuggler. I have run into this many times, very frustrating.
