It depends on the event. There has been events where all crew has been existing and some where all crew are new

The Roonis Rule says that all new DS9 characters must be in a Galaxy event because of how much Roonis despises Galaxy.

Ditto. The Riker is kinda cool, though it's clear there some barrel scraping in the Riker pool. Just want O'Brien.
