Really not sure how this is a cash grab, if i end up going for top 1000 very week, I probably can switch to the $50 packs instead of $100.
But you have to play hard each week. Many of us can push and get top 1000 sometimes, but not everytime. For us, we choose our battles carefully. If we don't know the value of the crew we are fighting for, we have no reason or way to choose the battle.

Maybe I'm a bit naive, but I'm not seeing the "blatant cash grab" aspect of this. A F2P player could FF a 5* the event before it happens via citations and then use it to compete. It makes it cheaper for spenders to FF a card they're chasing because they'll get the first copy from the prior event instead of having to buy it.
If anything, this would inspire LESS spending from the "fully fuse em" crowd, as far as I can tell.
So the 5* from event 4 of a mega is going to be a part of a future, unrelated event? That seems...odd...
The only positive I see is some potential "ooo what sort of event is THIS character going to be tied to??!!" kind of anticipation (which seems pretty weak imo). Having an additional event character will certainly be helpful in scoring higher, but simply "having enough characters" hasn't been an issue in most events for some time for those able to compete in the top 1000.
On a separate note, F2M races for event 5*s now aren't based on buying packs anymore. 4 Citations and race as soon as the event ends. I guess that's kind of cool?
All in all, this seems like a solution in search of a problem. It isn't really addressing any of the general community qualms about how rewards are structured. It's just changing something different that no one is really asking for for what seems to be negligible gain.
The problem: "People are not competing for rank anymore because the ranked rewards are worthless most weeks".
Solution: "Make the ranked reward useful for the following week so people are forced to compete in one event to do well in the next event in case they want the ranked reward from that event."
Solution2: "Hide the stats of the upcoming characters until players have committed to playing so they can't pick and choose events based on character stats."
Translation: "We've built our business on a house of cards that is starting to collapse, rather than fix our foundation, we'll make a player unfriendly change that will buy us more time."
I like this idea in theory however I feel the execution is bad.
A better execution would be:
Give both next week and this week, probably starting with next week's at around 2000 to 1500.
Change to a percentage based rank structure.

I agree with this. For the $100 spenders, they will be able to spend $50 instead, then $25 on DYC. They will miss out on 5 event packs, but will that really be a concern when saving $25?
It looks like what @eXo | SilverRose said - they are playing on "fear of missing out" mentality.
The way it is setup currently, and even with this update, it appears there is little to no difference in the reward from 1,000 to 25. I don't see how changing the 5* will effect level of effort.
There's a definite domino / waterfall effect that makes picking and choosing events more complex. Suppose that there's at some point an event where I will want to go all out on 4 accounts, like I did for Sato. It used to be that I could wait until that event and just go nuts. Now, I have to consistently weigh the odds of that event appearing sometime in the future because:
Week 1 - Galaxy. Skip. But gold given for:
Week 2 - Faction. Performance impacted by skipping galaxy because don't have the gold.
Week 3 - Hybrid. Performance impacted by skipping week 1 galaxy because couldn't rank for the gold again.
Week 4 - New OP Gold Event. Performance impacted by 1-4 above.
If the new default is "just like buy it or hit 1k every week," that's not sustainable for the vast majority of people.
I'm one of those people who usually buys the $100 pack. Let me tell you guys something. That does not guaranteed a fully fused gold. Shocking, I know. Right now, I'm sitting on a 4/5 Ugly Mother Tucker and I'm counting on this event to fully fuse him. If I didn't have that option, he'd probably sit 4/5 in perpetuity.
I'm not sure who this is supposed to help, because I see this hurting my VIP0 and mid-level spending accounts immensely and also not being the heralded tax cut for Silver.
You will absolutely need to have accurate, unchanging, timely information about the crew people are
a) Now expected to pony up for out of pocket with zero chance of earning even a single copy through play
b) Actually playing for, in order to have them be usable for the following week's event
The only problem this does provide a solution for, which I'm pretty sure I've mentioned on the forums in at least one rewards-oriented thread in the past, is that the very top players being "rewarded" by getting more copies of a crew member they probably already just bought, bought more of/cited to FF, and then leveled to FE seems weird. The better solution to that would be to give people the choice of the current week's crew or an equivalent-level citation, but why ask your players before doing something like this when you can just foist it on everyone?
One brand-new problem this creates is the likelihood of alienating the bulk of the playerbase over the apparent perception that spending by mega-whales has gone down and deciding rejiggering rewards is the solution versus actually trying to find out what has led to a decline in spending. I know DB probably doesn't want to hear things like that they've officially pissed off their big spenders by hiring CS contractors who do things like outright accuse people of lying while not being bothered to even try to look at their logs, or that spending money on a game that ignores blatant cheating makes no sense no matter how compulsive you are about collecting cards, but it would be better to ask and find out for sure than make bad changes because you assume you know what is motivating people's decisions.
Another brand-new problem this creates, compounding the existing and unsolved problems like macros and the busted AND shuttles, is that top "players" (because people who cheat aren't really playing) will now have more incentive than ever to cheat, because it becomes a full positive feedback loop. Cheating this week will allow a cheater to do better the next week and then the next week, etc., instead of them being rewarded with 2750 honor.
It's weird and doesn't allow you to sit out an event too readily.
Maybe that's why they've done it.

Leap frog legendary in ranked rewards every week - currently on the fence checking what state the grass is in
No change to the 15 - 1000 ranked rewards - awwww that's really REALLY disappointing tbh. Such a fantastic opportunity to have made a really great change that would have pleased a lot of players. Not to mention encouraging additional spending. If I could get 2 copies at say rank 500, I'd spend more money on boosts in factions. I'd buy event packs with cash. Id also be willing to spend my chrons and maybe buy event packs for galaxy because at the moment I don't, I sit them out.
I think this is geared to encouraging people to participate in events more, and I have to admit I'm a little worried it's going to push those newbies right out the door. They can get a shot at the legendaries that don't have through the roof stats because the veteran players with a million hoarded chrons sit those events out. If nobody knows stats, everyone will rush to the door and newbies wont get a look in, except from really really far away. They already struggle with factions, I pulled 4 event packs last night and didn't get a single Tucker. I'd planned to get an event pack next week (even though its hybrid), but wow, think its going to be a #bloodbath

I think this is a good change. Currently, the legendary from ranked rewards is useless for the event anyway. Getting the character for the next event will actually help out F2P and monthly card players who don't routinely buy packs. Yes, it will create a bit of confusion and is not intuitive, but that is a small price to pay.
But what will be important is to have information (stats) about the upcoming legendary well in advance. I took @Shan comment to mean just that. The Friday event announcement will give stats for both legionaries. It would however be good to get the rest of the event crew for the next week as well. So folks can decide whether or not to compete. Sometimes I will only go for the legendary if the ranked SR is useful.

While this is certainly a good change in my (seems minority) view, this was certainly not the main issue with the reward structure. The main problem is that there is no real benefit between Rank 1000 and Rank 25. It costs a lot increase rank and you get next to nothing. In most events, I just do enough to get to 1000, even though I can easily get to top 100 if I tried. This needs to be fixed first.

This alienates me personally for competing in any of these events and further pushes me from playing this game competitively. 2+ years playing this game and DB continues to alienate new players who do not spend tons of money in the game. It was better for newer players to at least do better in the later events by 'building up' the Mega character as the weeks went by. Now it seems it's going to be more difficult unless you throw $$$ at the packs to just be able to have a chance at ranking high.
This is not cool nor fair. Way to try to raise your profits DB and cut the little guys out from your supporting 'whales'

From my perspective, it is a bit confusing especially not knowing stats in advance and doesn’t really address the big problem in the rewards tables (which is basically there are two reward ranks 1-25 and 25-1000).
Next week is unlikely to have a huge impact on competitiveness as it’s Galaxy the week after so maybe you will get a couple extra rare items because you have a 1/5 Gloria which is not a big deal.
It will probably have it’s biggest impact on Faction only events the week after as having an additional legendary would help especially if bonus crew is limited (but in the upcoming mega with a zillion holograms, I don’t think it will make much of a difference).
As a player who seldom goes top 25 but always tries for top 1000 (and only buys packs on faction events using saved DIL from monthly cards), this actually helps a little as you wouldn’t believe how many 1/5 I have that are sitting there because there was no point leveling them post event. Now it means I will likely level characters on Monday after I get them so will mean the backlog of unlevelled characters will likely start to fall to zero. So I guess this is a slight positive as I’ll get some immediate use out of my 1/5 rewards instead of waiting half a year and hope the character or trait shows up in an event again. For example, I’m leveling Captain Nog now in preparation for next week as I left him sitting forever as he is of little use elsewhere.
I just think this is asinine. There's been a ton of suggestions from the player base as to how to rework the reward structure to encourage participation. Some of them have been quite good, frankly. Yet this is what they went with?
