I won't measure my enthusiasm in terms of hardness, but I'd happily compete for pretty much anyone from V or VI unless they were 5*'s in a Galaxy event. There are some exceptions, but I know better than to say who they are.
For me Lower Decks is a bit of fun. It is how Star Trek would be in real life, rather than the ultra-moral people of the TNG era. They also really mock the rest of Star Trek, which is half the fun. If you don't watch Star Trek, then you miss half the jokes.

If you didn't want me on your ship, you should have said so when I was assigned to it. It's not your place to punish me for what I did at the Academy. I've worked hard here. My record is exemplary. If you're going to judge me, judge me for what I am now.
Direct, assertive, bold... and not an offensive name to be found. It might not be as gratifying as pitching a fit, but I would argue Sito handled the matter considerably more constructively by doing it the way she did. I think we would all do well to reflect on the value of that model over the excitement of blowing up.
Of course, she got the mission and then got blown up so maybe she'd have been better off cussin' him out.

I always thought that episode was pretty dope. I don't think it really works if it's anyone else, though. Riker and Worf, it'd be a routine action episode. Data or Geordi we'd expect to outsmart the baddies with tech. Crusher or Troi would have been fantastic... if they'd been established as remotely competent at such things. I think it would have just felt too out of character for them (which I mean as a criticism of how they were minimized in general). But Picard? Not an obvious choice, but a plausible one.
I wiil just add, I think this happens when you have too many people to develope.
You still can succeed with too many but it is not easy.
I wonder if Tasha Yar was still in the crew, maybe she could have been used.
At the beginning Tasha was on my list (Riker and Troi being the others) to eliminate. Before they killed Tasha Yar, she made it to my keep list. Probably because of the character development for her.
Keep in mind keeping Tasha would effect Worfs development.

Picard needed to get a Cardassian Federation agent back into Cardassia and he could not do that without a Bajoran on the mission. Ro Laren was not on the Enterprise at that time so there was only one Bajoran on the ship. Only one person who could go on the mission. And yet Picard claims he is testing her. Like he doesn’t need her for the mission and there were other candidates. And what was he testing her for? Testing her to be assertive for a mission where she has to play a meek prisoner? And how does Sito pass Picard’s supposed test? Worf, likely from direction from Picard, gives her a test himself that forces her to be assertive. Worf tells her that it is good to stand up against an unfair test and be assertive. Sito then goes in to see Picard and is assertive with Picard. And what did Picard need from her? For her to be assertive and volunteer for the dangerous mission he could not order her to do.
Picard and Worf also dangled a possible promotion for her in the future and then said how they needed her for a dangerous mission. Another manipulation to make her believe that there is no promotion unless she volunteers for the dangerous mission. Picard also manipulates her by saying she passed the test and is now ready for the dangerous mission. This is a common manipulative trick where someone is told they won something or succeeded in the first part of something to get them to commit to the second. The person is much less likely to quit now that they have won and could win more. Scammers and casinos use that trick a lot. And Sito could win more, she could win a promotion.
Picard manipulates her further by telling her how important this mission is for the security of Bajor. The security of her planet and people are at stake. And in his final manipulative act, Picard then tells Sito he cannot order her to do the mission to get her to volunteer. Saying to someone you are not telling them to do something is a way to trick them into doing it. What choice did Sito have but to volunteer? I can understand that take on the episode. I think it would help if we were ever really privy to what the mission actually was. As I recall, we only see Sito and the Cardassian she's helping escape in the shuttlecraft with some brief, generic allusions to him being some kind of defector. It's hard to appraise what was needed of her for the mission, or how significant it could have been, being denied virtually all of it. I get it; it's just the McGuffin, but it does leave these questions unanswerable.
What I will say, though, is that it's worth remembering Starfleet is--regardless of what anyone may periodically claim--a military organization with a chain of command that can at times be, frankly, ruthless. Sito believed in Starfleet enough that she not only enlisted, but did everything she could to be allowed to remain after committing an expulsion-level offense. She wanted to do Bajor proud. Pulling off a mission with implications for Bajor would give her an opportunity to do that.
On the other side of the desk, it's Picard's job to recruit his officers for missions including dangerous ones. Someone had to go on that mission. There's no compelling reason Sito should have been exempt from it--except that it may have been overwhelming for her personally, which is why Picard gave her the option to decline. He rarely extended that option to anyone when assigning missions. Sito may not have known that, but as a viewer, we know it. It's expected that he decides who goes, and they go. He's the Captain. That's the job. I feel as though you're implying that Picard groomed Sito in an abusive relationship, and I find that misplaced.
[As an aside, I do appreciate this side discussion about that episode. I've always lamented that they killed her because she could have had a lot of potential. I'm definitely Team Sito.]
