I've always suspected that "random" drops get weighted slightly in favor of the current or next event, in terms of character or traits. He'll have the bonus next week. You probably got a few Vulcans too. Maybe 2* Janeway or 3* Maddox. I had a fleetmate decide I had "Spidey-sense" for the coming event, because I frequency spotted a pattern in the drops before the next event was announced. It was fun pre-Event Hub.

After being frustrated not having either Chakotay or Black, I went here https://sttwiki.org/wiki/Dilemmas and searched for all dilemmas that have rewards of 4* crew while waiting to reach 8 hours into my voyage. I looked at the outcomes for those 5 dilemmas and all of them had the best choice of C (for 3 choices) and B (for 2 choices). Lo and behold with a LOT of luck, I snagged a Chakotay on a 3 choice dilemma going with C.
Hopefully my thought process is sound for the best chance albeit very small and helps everyone waiting for those 2 voyage exclusives to fall into your lap. I was so anxious to try this that I didn't make note of which dilemma it was or I forgot when I was in total awe when I saw Chakotay pop up.

Despite my voyages typically going at least 12 hours, no Chakotay for me. And in Gauntlet, despite doing streaks of 40 to 50 every round since Archer was announced,, no Archer nor Mariner (although I'd chuck the latter out the airlock if she did happen to drop).

Too bad no chain required or I would have them maxxed since long time.

Still no although I did get a 3rd copy of Mirror Mariner during an unusually long for me (25+) gauntlet streak yesterday. No First Flight Archer yet either.
Still no Chakotay, no Black.... Run voyages daily (11-12 hour runs). Therefore no spending on STT. @STT Community doesn't need normal, occasional spenders anymore.....

Still no Chakotay or Black for me despite every single voyage a 10 hour one - about 20-25% 12 hour ones. This is not a good gameplay experience. (Semi-related - no copies of Archer, but 2 copies of Mariner in my daily gauntlet grind.)
No to Chuckles or Adm Black, which after 6 months of :
- back to back non stop 10 hrs voyages with on average 2'ish 12 hrs voygaes per week
- 66 hr voyage in Feb
- 20 hr voyage in May
- 20 hr Voayge in June
Since launch, I have run 271 voyages, with a total of 856 qualifying dilemas. I gave up on expecting these crew about 6 weeks into thier availability. No point in wanting / expecting them to drop.
I had a single copy of Chakotay when this thread was started, and still have him (1/5, lv.1) taking up space in my crew slots, next to Black (1/5, lv.1) who was also found soon after being added to the game.
I have a bet with myself about what will happen first:
- immortalize both voyage-exclusive 5* crew (both at 1/5)
- immortalize two most recent gauntlet-exclusives (Archer & Mariner are both also still at 1/5)
- new gauntlet-exclusive crew AND a third voyage-exclusive 5* crew are added to the game
Sadly, the last option is the heavy betting favorite.
Again, I am more active with my 3rd account, however, my other accounts are not that much behind on voyages, and we are talking randomness so my other accounts could have gotten lucky, but no.

I have just picked up my first Black. I repaired the Yalosians atmosphere generators, and there he was.
I also picked up my second Mirror Mariner yesterday.
